Project Overview:
The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Sub Recipient (SR) for the HIV Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic.
The SCMS Project will be implemented by Plan International (India Chapter) as SR in collaboration with 3PL services providers by the private sector. The project will also leverage the private sector for the distribution of ARV drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of the program across facilities.
Job Summary
Reporting to Dy. Project Director – SCM, the Sr. Project Manager will be the technical focal point for NACO for all technical aspects related to the project and supply chain management. The Sr. Project Manager – SCM will work closely with the project team to strengthen the supply chain management for the National AIDS Control Program (NACP). S/he will provide technical assistance to NACO Procurement and Supply Management (PSM) team on various aspects of supply chain management such as planning, quantification, inventory management, distribution and data reporting. S/he will be responsible for providing day-to-day technical support on 3PL services to Regional Supply Chain Managers (RSCMs) on 3PL Management.
Responsibilities
Reporting to Dy. Project Director – SCM, the Sr. Project Manager will be the technical focal point for NACO for all technical aspects related to the project and supply chain management. The Sr. Project Manager – SCM will work closely with the project team to strengthen the supply chain management for the National AIDS Control Program (NACP). S/he will provide technical assistance to NACO Procurement and Supply Management (PSM) team on various aspects of supply chain management such as planning, quantification, inventory management, distribution and data reporting. S/he will be responsible for providing day-to-day technical support on 3PL services to Regional Supply Chain Managers (RSCMs) on 3PL Management.
- Responsible for planning, development and implementation of strategies and activities aimed at improving the supply chain for HIV/AIDS commodities managed by NACO (at the central level) and SACS (at the state level) in close coordination with stakeholders.
- Responsible for effective implementation of the project activities, adhering to the Standard Operational Procedure (SOP). She/he will be responsible for ensuring the implementation of activities as per the prescribed guidelines. She/he will be responsible for the promotion and nurturing of the SCM team in targeted states.
- Develop the annual project work plans with the project team members at NACO and coordinate with the SSR and 3PL company regularly for the execution of project deliverables.
- Work closely with RSCMs based at the regional level and other stakeholders to document and expand the capacity of existing supply chain structures, processes, and systems that support efficient operations for various supply chain functions, such as warehousing, transportation, ordering/re-ordering, inventory management and reporting etc.
- Manage 3PL service provider on a day-to-day basis and demonstrate the knowledge of policies and procedures related to handling and transporting special products such as drugs and diagnostics.
- Ensure efficient distribution of drugs and diagnostics by 3PL service provider to all ARTC/ICTCs.
- Manage the distribution planning, routing, and approval on FTL and support technically on day-to-day challenges on the project.
- Support 3PL operation at the SACS level with 3PL providers’ corporate team including troubleshooting with RSCMs and SACS.
- Responsible for collecting, checking and aggregating 3PL service documents from RSCMs and SACS ensuring fulfilment of the contractual compliance and process for approval and submission to finance for payment monthly.
- Organise regular meetings with NACO PSM team and 3PL company for better follow up on the activities.
- Manage and coordinate on all KPIs of programme including 3PL services under the contract with support of Project Manager – M&E.
- Provide technical input in developing and/or expanding adherence to Standard Operating Procedures (SOPs) for supply chain management activities for NACO.
- Use and maintain other computerized databases, as necessary, for the purposes of determining stock status and re-supplying facilities according to prescribed levels and developing pipeline database analysis and monitoring of supply levels.
- Provide technical support for quantification and procurement planning for HIV/AIDS commodities in collaboration with RSCMs, stakeholders and partners at SACS level.
- Provide technical input in developing training curricula and in training to state, district, and health service delivery point personnel in implementing and monitoring adherence to supply chain SOPs.
- Support the establishment of routine coordination mechanisms at the state level between key stakeholders to facilitate information sharing and to monitor and assure the availability of HIV/AIDS commodities in public sector health facilities.
- When required, facilitate the design and implementation of any operations research studies that may be required by NACO or SACS to support the continuous improvement of supply chain management performance for public health commodities.
- Help write routine monthly, quarterly, and annual reports for submission to NACO and GFATM and stakeholders.
- Other appropriate duties as assigned by the supervisor.
Education and Experience:
- Post graduate / Professional degree in Supply Chain Management / Logistics Management, Public Health, Pharmacy and Business Administration.
- Minimum 10 years of experience in public health / health supply chain management, with at least 5 years of experience in providing technical assistance / consulting for public health supply chain at national / state level; experience in supply chain management of an HIV / AIDS program will be an asset.
- Expertise in functions and practices of supply chain in government organizations / departments and knowledge of best practices in supply chain management.
