PROJECT OVERVIEW
Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) for KP (Transgender persons & People who inject Drugs) and bridge population have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered key and bridge population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes.
ROLE
The Consultant HR Coordinator will be responsible to provide end to end support for recruitment, training & development, systematic documentation and employee engagement. It is expected from the Coordinator to support the team for smooth and effective functioning of HR operations.
KEY FUNCTIONS AND RESPONSIBILITIES
Project Coordinator – M&E cum MIS will be working closely with Project Manager – M&E and provide key information on the management information system and monitoring and evaluation domain expertise for the smooth implementation of the SCMS projects. Project Coordinator – M&E cum MIS will work in close coordination with project team of Plan India, JSI and 3PL company to ensure that the M&E activities are executed on time and will be responsible for the following major activities:

Manage personal files of staff and consultants under the project
Coordinate post joining formalities
Processing and keeping the track of LTA and other joining and relocation related reimbursement

Collate HR reports – Performance Management System, People Measures and other HR reports
Training & Development
To support identify training and development needs within the organization

Design and expand training and development programmes based on the needs of the organization and the individual
Keep a track of the costs of training programmes and keep within budgets
Support in producing training materials for in-house training

Project Overview
The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Sub Recipient (SR) for the HIV Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic.
The SCMS Project will be implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as Sub-Sub-Recipient and 3PL services providers by the private sector. JSI R&T is mandated to provide technical assistance for improvement of the supply chains of ARV drugs, diagnostics and other commodities under NACP at regional and state level. The project will also leverage the private sector for the distribution of ARV drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of the program across facilities.
Job Summary
Reporting to Project Manager – M&E, the Project Coordinator – M&E cum MIS will be responsible to develop data collection tools and ensure the data quality and timely reporting from the regional and state level for both components. The Project Coordinator –M&E cum MIS will work closely with the project teams for SCM project of NACO to collect, aggregate and analyzed the data for specified KPIs. S/he will provide monitoring and evaluation support to NACO on the project. S/he will be responsible to provide day-to-day technical support to Regional Supply Chain Managers (RSCMs) while coordinating closely with other national team.
Responsibilities
Project Coordinator – M&E cum MIS will be working closely with Project Manager – M&E and provide key information on the management information system and monitoring and evaluation domain expertise for the smooth implementation of the SCMS projects. 1. Guide the collection and analysis of data from each of supply chains functions as supported by the Project at both national and state levels in order to inform the Supply Chain Management Project strengthening activities and areas of implementation.
2. Develop M&E and MIS Plan of the supply chain projects under the guidance of Project Manager – M&E and Dy. Director – SCM;
3. Develop appropriate M&E and MIS tools, checklists and guidelines to capture the SC indicators of M&E framework
4. Support the regional/state programme implementation teams to review the M&E framework and data collection tools.
5. Develop dashboard for both components to keep track of the project progress;
6. Periodically update and the guideline and M&E and MIS tools as per the changing need of the Project requirement in consultation with supervisor and national team;
7. Support the regional and states team to develop effective liaison and coordination mechanisms for ongoing involvement and participation of partners in M&E and MIS activities.
8. Support the states team to work with partners including the Project to maintain necessary effective linkages with relevant national and state ministries and programs.
9. Engage client staff resources, mobilize commitment, and routinely keep the client, project implementation team, and other stakeholders regularly updated on all aspects of and M&E and MIS activities.
10. Manage client expectations of the project implementation timelines and deliverables.
11. Participate in the annual work planning process, any related strategic planning.
12. Contribute to the Project on M&E and MIS plan and ensure routine/ad-hoc reporting needs progress reports will be given to project management teams.
13. Work closely with stakeholders to provide required technical assistance for customize the existing application IMS and its integration.
14. Ensure data validation of 3PL KPIs with RSCMs to identify any gaps and errors and finalize the data for usage;
15. Ensure the resolution of gaps and errors in data in coordination with the partner organisations
16. Create the M&E Calendar and share this calendar with the regional/state project teams
17. Help write routine monthly, quarterly, and annual reports for submission to NACO and GFATM and stakeholders.
18. Provide the analytical data related to the 3PL services for the meeting with NACO and GFATM;

Education and Experience
1. Post graduate / Diploma in data science/Public Health, demography, and statistics;
2. Minimum 5-7 years of experience in public health / health supply chain management, with at least 3 years of experience in providing M&E in health supply chain at national/state level; experience in M&E in supply chain management of an HIV/AIDS program will be an asset.
3. Demonstrated experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs;
4. Excellent knowledge of monitoring and evaluation principles and practices is essential
5. Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.

Logistic Assistant at One Stop Centre (OSC) plays a pivotal role in ensuring smooth operations by providing comprehensive logistical support. On job responsibilities include- front desk management, supply chain management,tracking of commodity distribution, quality assurance, asset management, budget management;and assisting and collaborating with other OSC team members.
Role and Responsibilities
Specific roles and responsibilities of the Logistic Assistant of One Stop Centre would be as follows:
OSC front desk/reception area
Management of OSC especially front office tasks including client registrations.
Navigation of clients to services, responding to queries, record keeping and maintenance of relevant documents and files.
Accompanying OSC team during demand generation meetings, health camps, networking meetings and other events
Supply Chain Management
Manage and coordinate the procurement of supplies, equipment, and commodities.

Distribution and Dispatch
Coordinate the distribution of supplies to different program locations or outreach sites.
Quality Assurance

Conduct regular checks to verify the condition of materials/commodities in storage.
Asset Tracking
Implement systems for tracking and managing program assets, including equipment, MIS formats and commodities.

Budget Management
Assist Centre Manager in advance budget planning for the upcoming month, based on activities and staff travel planned. Compilation and management of logistics-related expenses.

The ANM-cum-Counsellor-OSC, will primarily be responsible for providing screening and counselling services to OSC clients.
Role and Responsibilities
Clinical Services
Conduct routine health check-ups and screenings for sexually transmitted infections (STIs), HIV and other diseases as per program mandate.
Assist Medical practitioner in provisioning of clinical services to OSC clients.
Counselling Services
Conduct individual and group counselling sessions for individuals at risk of or affected by HIV/AIDS.
Provide emotional support, risk reduction counselling, and health education to OSC clients.
Provide mental health screening and provide appropriate counselling or referral for specialised services.
Conduct need-based partner and/or family counselling.
Prevention and Awareness
Implement strategies for preventing the spread of HIV/AIDS, including the promotion of safe sex practices, condom distribution, and awareness campaigns.
Conduct outreach activities to educate communities about HIV/AIDS prevention.
Organise & actively engage in demand generation activities at OSCs
Testing and Referral
Conduct HIV & other disease testing and facilitate the referral of individuals to appropriate healthcare services for disease confirmation &/or linkages with treatment.
Ensure confidentiality and ethical standards in testing and counselling procedures.
Community Engagement
Engage with the community to build trust and promote the utilization of healthcare services.
Collaborate with community leaders and organizations to enhance the effectiveness of program interventions.
Data Collection and Reporting
Maintain accurate and up-to-date records of counselling sessions, screening, and other outreach activities as per program design.
Compile and submit regular reports to Centre Manager on program activities, achievements, and challenges.
Collaboration with Stakeholders
Work collaboratively with other healthcare professionals, NGOs, government agencies, and community-based organizations involved in HIV/AIDS prevention and care.
Prepare a plan to improve linkages with ICTCs / FICTCs ensuring sharing of line listing of referred clients from Non-TI to ICTC, maintenance of referral cards and referral registers.
Engage effectively with providers of Hormone Replacement Therapy (HRT), Sex Re-assignment Surgery (SRS) etc. through other stakeholders and maximise the scope of service provisioning to OSC clients.
Engage effectively with providers of social welfare services and facilitate linkage with social welfare schemes.
Capacity Building
Participate in training programs to enhance self-counselling and clinical skills.
Provide support and Orientation to outreach staff/s on community specific issues and counselling techniques.
Others
Assist Centre Manager in managing OSCs.
Attend review meetings organised by other partners/organisations in place of Centre Manager, as & when required.
Engage in any other task assigned by Centre Manager with regards to program implementation.
Coordinate with Centre Manager to identify the hotspots or sites with low service uptake, increasing defaulters – prepare specific outreach and visit plan to conduct hotspot level meeting.
Ensure compliance with universal precautions for blood safety related issues and Bio medical waste disposal at OSCs.
Ensure proper maintenance of testing/screening kits at OSCs as per cold chain.
Forecasting requirement of testing kits & other commodities at OSCs on monthly basis and ensure adequate stock of the same at any point of time.
Support the Centre Manager (OSC) and Outreach Worker/Mobiliser in service delivery planning and organising health camps/other OSC activities.

Reporting to Centre Manager of the project on programmatic issues and to the Medical practitioner on clinical issues.
Qualification and Competencies
Diploma in Nursing (ANM – Auxiliary Nurse Midwife) with relevant registration, with minimum two-year experience of working with a community level health program.
Preference will be given to individuals from KP community (TG/MSM/PWID/FSW/PLHIV). In case of PWID, the candidate should be stable on OST or should have completed OST treatment.
Certification or training in counselling, especially related to HIV/AIDS.

Plan India has started implementing KP grant- Community based solutions for advancing Social and Health equity funded by The Global Fund. The project aims to overcoming wider barriers to economic, social, legal, and environmental blocks and ways to overcome persistent shocks. Creating pathways that go beyond line departments and stakeholders provided through the national program. Build grassroots capacity to advocate and create access to services, thus creating social capital for the program.
The Coordinators-M&E will support in overall project monitoring, evaluation and research efforts in the project states across country. S/He shall work to develop and implement monitoring, evaluation and reporting (MER) systems that include appropriate indicators, targets and plan to evaluate performance and produce timely, accurate and complete reporting. S/he will analyze and guide in utilize monitoring data to minimize programme gap, maximize program impact and meet donor compliance requirement. This involves the development and implement the project implementation plans, M&E work plan and collaborate and maintenance stakeholder relations with other programme components and partner organizations towards effective monitoring and reporting. The M&E Coordinator is also responsible for providing technical advice and build capacity of the SR staff in the area of programme, monitoring & evaluation.
KEY FUNCTIONS AND RESPONSIBILITIES
M&E coordinators will perform primarily on below M&E components
Developing M&E plan – MIS framework
1. Identify, demine and measure the right process, output and outcome indicators towards effective performance monitoring system.
2. Ensure implementation of relevant M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to NGO partners in the above mentioned States.
Developing and implementing digital MIS platform for routine data collection
1. Develop digital platform for collection of regular project data collection and analysis systems to ensure that program interventions are effective;
2. Verify, validate and prepare the state report for meeting donor compliance
Capacity Building
1. Develop SR implementation team’s capacity on M&E, documentation and reporting across the project team and in the districts covered under the project;
2. Develop State Level M&E action Plans in alignment with the Project M&E plan for improving quality of reported data and to enhance data use for program planning and monitoring in the project implementation states;
3. Develop and oversee the implementation of the project monitoring plan (PMP) in the project implementation states;
4. Mentor and help in building capacity of partners M&E staff and/or key M&E positions within the program.
Donor Compliance
1. Ensure that reports from partner organization in the operational state are received on time, provided feedback on them and contribute in their final compilation for submission to donors;
2. Support program and staff and senior management to use data to make informed and timely decisions related to program implementation;
Data Quality Assurance Mechanisms and Supportive supervision
1. Strengthen availability and use of high quality data for decision making at all levels of the project;
2. Carry out Onsite Data Verification Visits (OSDVs) to check and very the data quality and project quality;
3. Strengthen Plan India’s and NGO partners data management and quality improvement systems ensuring that data is audit worthy and readily available. Where problems exist, support the identification of solutions;
M&E Coordination
1. Ensure successful partnership with state and district M&E Cells of National Health Missions and M&E Cells of State AIDS Control Society in the operational states and help states in developing Coverage, Improvement Plans with greater role for operational states with special focus on underserved areas;
2. Remain up to date on good practices and developments in M & E of PPTCT country program in order to ensure program quality and impact
Information Products, Dissemination and Use
1. Compilation, Documentation and dissemination of reports of various activities undertaken by supervisors, team members, internal and external partners as per the requirement;
2. Submit abstracts on studies/ evaluation/ best practices and attend national and international conferences;
3. Develop and share performance feedback reports to SRs to guide and towards improving performance;
Basic Requirements
1. Master’s Degree or higher in Public Health, Social Sciences, Economics, Statistics or other relevant disciplines.
2. Experience in developing and managing mobile application-based MIS
3. Minimum Five years working on monitoring, evaluation, managing MIS in the public health and HIV fields with progressively increasing responsibility.
4. Hands-on practical experience setting up and managing MER systems for health programs in India, and the ability to coach and train others in their use
5. Knowledge of M & E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS
6. Strong data analysis and presentation skills
7. Familiar with Global Fund indicators and reporting requirements

JOB PURPOSE
Plan India is implementing Sarthak Phase -II in Medak district of Telangana and Khurda district of Odisha. Through the project we aim to strengthen the child protection mechanisms in the target districts by working in close collaboration with the District Child Protection Units. The position will aim to improve the access to the justice system of the families (Parents) and child survivors by strengthening investigative, legal and support services by working directly with the District Child Protection Unit (DCPU) in Khurda or Medak district; more in particular s/he will work closely with the Child Welfare Committees (CWC) in the project districtsto provide the child survivors the immediate support such as counselling, medical support, legal support, referral etc. and will ensure that the survivors get justice, and are able to restart their lives afresh with the help of psycho-social support, guidance, family reintegration, victim compensation and by accessing the relevant Govt. sponsored Social Protection Schemes.
The position/s will ensure the necessary support required by the children by creating increased awareness among the parents, communities, schools, and children and among the Govt. service providers. Based on the reporting done to the Police Stations or to other relevant authorities, the position will work closely with the CWCs to expedite investigation process and onward actions as prescribed by the law. The position will collaborate with the judiciary, public prosecutors (Justice System) Juvenile Justice Board, Dept. of Women and Child Development and statutory bodies like District Legal Service Authority (DLSA) besides the CWCs. This collaboration will aim to ensure timely victim compensation, Institutional Care, counselling support etc. Position will aim to create a model of care at the district level, so that the ripple effect of the project reaches out to other districts of the state/s, and influence establishment of gender responsive approaches across districts in the state for positively impacting the survivors of GBV.
SCOPE OF WORK
The Project Officer will work closely with the Child Welfare Committee in Medak/ Khurda by being based in the office of the District Child Protection Unit The PO will be responsible for creating effective linkages of the reported cases on CSA/ GBV through the Social Workers deployed in the blocks or cases referred by Police Stations. With the support and guidance of the CWC, the PO – Support Services will facilitate care and guidance to the GBV survivors and their families as. S/he will ensure timely commencement of hearing of the cases as mandated by the POCSO Act, 2012. The position aims to create a model of Care & Justice to Children, survivor of CSA/ GBV through commencement of timely hearing, referral for Medical Aid, Institutional Care or family reintegration as applicable.
Under the support and guidance of the State Project Coordinator, the PO – Support Serviceswill also work with the Child Care Institutions and District Legal Service Authority (DLSA) for ‘victim compensation’. S/he will be instrumental to ensure timely actions and an ‘end to end’process of “reporting-case management-referral & rehabilitation pathway”. S/he will also follow standard operating procedures (SOP) of the state for referral of GBV survivors and share their experiences and learnings in course of following the SOPs aiming to review and revise the SOP as necessary.
KEY RESPONSIBILITIES
1. Work together and under the guidance of theCWC Chairperson, the PO will document and review new cases of GBV/ CSA that will come to the CWC, prepare a management plan depending upon the nature of the case and share it with the Chairperson for her/ his inputs on the next steps.
2. The documentation by the PO will help to translate complicated legal jargon into a language that could be understood by everyone concerned and will also help the CWC to review probable recommendations/ actions at the best interest of the child in compliance with the law, and must also strive to minimize risk for the child and its family.
3. Identifying all the relevant provisions under the laws and other statutory mechanisms, the PO will support the survivors of the GBV to access them the entitlements and will facilitate thelegal proceedingsby determining the need of different court processes and formalities.
4. Continuously research on legal resources such as articles, codes, statutes, judicial decisions and more and document any changes/ modifications in the relevant Acts (e.g. POCSO, JJ) and inform the CWC Chairperson for most apt legal recommendations.
5. PO will regularly analyse the actions and decisions of the other party (accused) during the court proceedingsin order to identify problem areas, risks to the child and suggest alternative courseof actions to mitigate the risk as much as possible.
6. Support the CWC Chairperson and the members in their functioning, especially in dealing with the reported CSA cases in the Khurda or Medak.
Ensuring smooth implementation of the project objectives by developing effective, collaborative relationship with the DCPU, CWC members and allied stakeholders.
Find the relevant legal opinions, regulations and laws relating to ongoing cases.
File/ share all legal documents that are required to the CWC member who’s dealing with a particular case to oppose the counsel or the court itself.
Coordinate appointments with witnesses, survivors and other lawyers for trial preparation as well as arrange details and schedules for trial days.
Support CWC member/s by taking notes and prepare drafts of agreements, financial reports or settlements, coordinating with other legal support staff as necessary.
Keeps cases organized by establishing and organizing files; monitoring calendars; meeting deadlines; documenting actions; inputting information into file database and case management software; confirming case status with attorney.
Coordinate for provision of counselling; compensation and other helps required by the child survivor as per the guidance of the CWC member/ Chairperson.
Understand and strictly uphold the Plan India Safeguarding Policy to protect children and young people and prevent them from harm
Perform other duties as required or advised by the CWC Chairperson.

Reckitt led Self Care for New Moms and Kids under 5 Project hasdeveloped an innovative program addressing the needs of health, hygiene, nutrition, self-care and gaps in awareness, agency, and access for new mothers, expecting mothers, women planning pregnancy and malnourished children. The project aims to increase awareness about the importance of health, hygiene and nutrition and how to address health-related aspects around it along with creating a sustainable and enabling environment for it.

POSITION SUMMARY
The StateProject Manager will be responsible to ensure that project is implemented successfully in the assigned project states. The State Manager will be overall responsible for managing the delivery and implementation of the project across the states in line with PLAN India’s and Reckitt’s and program’s contractual obligation and standards.

The incumbent would be the on-the-ground focal point for the implementation of the project “Improving Pre School Education in Anganwadi Centers in SPSR Nellore District.

The Project is led by Plan International (India), the Sub Recipient (SR) for the HIV Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic.
The SCMS Project will be implemented by Plan International (India Chapter) as SR in collaboration with JSI R&T India Foundation as Sub-Sub-Recipient and 3PL services providers by the private sector. JSI R&T is mandated to provide technical assistance for improvement of the supply chains of ARV drugs, diagnostics and other commodities under NACP at regional and state level. JOB SUMMARY
Reporting to Manager Administration, the Administration Assistant will be responsible to provide day-to-day office management and logistics support to the SCM Project team.
ROLES & RESPONSIBILITIES
The administrative Assistant will work in close coordination with the project team and provide all support to ensure the smooth implementation of the project and will be responsible for the following major activities:
Implement end-to-end office administrative services, as per the defined policies/ processes and budgets;

About Project Self Care for New Moms & Kids under 5-
This innovative program addresses the needs of health, hygiene, nutrition, self-care and gaps in awareness, agency, and access for new mothers, expecting mothers, women planning pregnancy and malnourished children. The project aims to increase awareness about the importance of health, hygiene and nutrition and how to address health-related aspects around it along with creating a sustainable and enabling environment for it.

Oversee technical assistance and capacity building to local partners in support of a sustainable impact;
Assist the Project Director in the successfully programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliveries as per Global Fund norms and procedures;
Assist the Project Director in monitoring project progress vis-à-vis expected objectives, utilizing tools and methods developed by Plan India, and ensuring effective usage of resources and compliance with donor requirements.
Responsibilities/Job Description
Program planning, management, monitoring and oversight:
Support the formulation of an implementation strategy and define roles/responsibilities of all OSC Staff members under the project.
Ensure timely execution based on the work plan defined with the Global Fund;
Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results;
Oversee and coordinate programmatic and financial management of the grant;
Ensure timely audits of GFATM sub-recipients;
Establish working procedures related to the management of the grant and oversee their compliance during the duration of the program;
Ensure proper coordination with the Country Coordinating Mechanism (CCM) and other in-country stakeholders, and with other cooperating partners to ensure harmonized support, in particular on initiatives to strengthen National systems and processes;
Ensure timely submission of financial and narrative reports to the Global Fund;
Oversee timely preparation of reports for the organization and the Local Fund Agent (LFA);
Conduct visits to regions and districts sites to undertake onsite data verification for quality assurance of the program.
Collaborate with NACO/other line Departments and all other development partners working on HIV related issues, to ensure that program aligns with Country’s 95:95:95 targets; and overall Plan India’s vision as an organization.
Ensure facilitation of knowledge building and knowledge sharing
Oversee trainings for Project staff on program management;
Disseminate best practices for management of projects at the local level and share experience/ best practices within organization and with other stakeholders.
Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the project design process.
Partnership and resource mobilization
Coordinate and build partnerships with Technical Partners as well as with stakeholders to ensure transparent and effective implementation of the program;
Maintain effective partnership with government and regional institutions, implementing partners and Plan India colleagues to exchange critical and technical information and resolve program/ project implementation issues to ensure results are achieved as planned;
Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues;

The position is primarily responsible for supporting the Sr. Manager – Corporate Partnerships in fundraising and prospecting new clients for fundraising in India for the assigned geography and for specific NO corporate accounts. DONOR PIPELINE
To maintain an active pipeline of prospective corporate partners to meet Fundraising targets for Corporate partnerships as per the mandate (twice the fundraising target)
To maintain a pipeline for closures and realizations in the financial year comprising both new and existing corporate partners
PARTNERSHIP AGREEMENTS
To provide inputs for the creation of grant agreements/contract with the corporate partners to ensure they meet donor requirements
To review the grant agreements to ensure compliance to Plan India’s procedures, system and ethical guidelines issues (incl. the CP policy)
To manage the grant agreements for corporate partners in terms of seeking extensions or tracking under-spends
