JOB/ROLE OVERVIEW
The incumbent would be responsible for planning and implementation of “Improving knowledge & Access to SRHR & Nutrition Services” Project activities in the assigned location.
The project officer will effectively implement the project activities ensuring quality and adhering to the time line.
KEY ACCOUNTABILITIES OR MAIN RESPONSIBILITIES
- Delivering project activities in the assigned location with quality following the timeline.
- Formation/reconstitution of Adolescent group and organizing meeting on topics related to comprehensive sexuality education, nutrition and GVB.
- Facilitate community and group meeting of adolescents, parents, other stakeholders.
- Celebrate AHD in community with support of health & ICDS department.
- Maintain healthy relationship with local village leaders and Panchayat members etc.
- Orientation of SCO,s and other project stakeholders on the SRHR and other related issues.
- Establishment of Umang centre and its operations.
- Capacity building of peer educators and adolescent girls on SRHR.
- Strengthening of sub centre.
- Ensure that the project activities and progress are updated in the MIS and accordingly reported to the Line Manager.
- Support to the peer educators in facilitating training/orientation to the members of Umang Manch on topics related to comprehensive sexuality education.
- Co-ordinate, liaison and work closely with local panchayat members/community based organisations/ Govt. frontline workers such as AWW, ASHA, ANM etc. at grass roots level.
- Monitoring of the budget vis-à-vis actual expenditure of the project.
- Ensure Safeguarding Children & Young People’s policy SOPs are followed /adhered during project execution across at the village level.

QUALIFICATIONS AND EXPERIENCE
- PostGraduate in MSW/MPH/CMPH/social science or other related subject.

Project Overview
The “Supply Chain Management Strengthening (SCM) Project for MMDSL” aims to strengthen the technical capacity of the MMDSL to design, manage and monitor supply chains for improved access and availability of high-quality drugs, diagnostics, medical equipment and services provided by MMDSL across the state.
The SCM Project for MMDSL will be implemented by Plan International (India Chapter) in collaboration with MMDSL supporting on activities like development of eLMIS, SOPs for SCM and technical support to manage the 3PL services. Plan India is mandated to provide technical assistance for improvement of the supply chains of all the commodities procured by MMDSL. Plan India will also support MMDSL to hire the 3rd party logistic services for the distribution of commodities to ensure the availability and accessibility of essential drugs at last mile.
Job Summary
Reporting to Sr. Project Manager-SCM (Plan India), the Project Manager – SCM will be based at MMDSL for all technical aspects related to the project and supply chain management. Project Manager –SCM will work closely with the MMDSL Procurement, logistics and IT team to strengthen the supply chain technical and management capacity under the MMDSL. S/he will provide technical assistance to MMDSL Procurement and Supply Management team on various aspects of supply chain management such as planning, quantification, inventory management, distribution and data reporting. S/he will be responsible to provide day-to-day technical support on the supply planning and pipelines visibility. S/he will assist the project team indevelopment of systems, processes, and identify opportunities to strengthen the supply chain operations.
Responsibilities
The Project Manager – SCM will be the project’s focal person at the state level and provide supply chain domain expertise for the smooth implementation of the project activities as per the timelines. The Project Manager – SCM will work in close coordination with the MMDSL Procurement, logistics and IT team and supervise and provide technical guidance to Project Coordinator and Project Officer and engage with the 3PL Service Providers to streamline the distribution of essential drugs and services provided by MMDSL. The Project Manager – SCM will support the project by:
- Designing, development and implementation of theplanned activities aimed at improving the supply chain for essential drugs and commodities at state, district and facility levels in close coordination with stakeholders
- Participating in development of project specific work plans with the project team members and coordinate with the project leadership team at Plan India on regular basis for execution of project deliverables
- Work closely with Plan India SCM team at national level and IT team of MMDSL to develop the Business Requirement document (BRD) and flow process for development of eLMIS
- Coordinate with project Sr. IT Manager to ensure the development of SCM modules in eLMIS to capture the end-to-end data visibility
- Testing of the developed modules of eLMIS and reporting its userability and bugs to the development team
- Building supply chain management capacity of MMDSL on warehousing, inventory management, distribution & stock reporting in consultation with programme managers of MMDSL
- Planning of drugs distribution on monthly/quarterly/bi-annually as per guidelines and develop the route plan for optimization of resources
- Supporting in streamlining distribution and route planning of essential commodities between facilities.
- SupportingMMDSL and project staff to develop SOPs for efficient management of essential Drugs, Diagnostics and other commodities after detailed process mapping at state and facility level.
- Developing a capacity building plan for skill building of supply chain staff under MMDSL on the newly developed SOPs.
- Prepare and submit monthly project update to supervisor and project team covering progress made on the project activities.

Required Qualification & Skills
- Graduate degree/diploma in business, pharmacy, science, MBA in operations. Advanced/professional qualification in supply chain management/logistics management/operations management is desirable
- At least 7 years of relevant experience, with 3-5 years of experience in managing public health programs/supply chain at national/state level; experience withSCM program is desirable
- Familiarity with government processes andon ground practices in Supply Chain Management
- Ability to work effectively in a team environment and communicate highly technical health information to both health and non-health audiences, and achieve consensus on policy, project, and administrative matters.
- Excellent interpersonal, written and oral proficiency in English and thelocal language.

Additionally, ensure that the best legal action is taken for providing support to access justice by survivors of Gender Based Violence (GBV), Legal & Support Service Officer will perform a variety of important tasks to ascertain that the survivors gets all necessary support, as deemed within in the law and other statutory provisions
Key Functions/Responsibilities
A- Case work related resposibliblty
1- Operational Responsibility
- Receive cases from the field as well as work in coordination with the One Stop Crisis Centre (OSCC) that require support and assistance.Provide monthly quarterly and yearly data to the Line Manager.
- Assist Legal Support Unit (LSU) in charge providing a comprehensive assistance to GBV survivors
2- Case Management
- Provide GBV case management and psychosocial support (PSS) to victims of GBV and survivors at LSU
- Provide direct support and care for victims including young women and girls, and GBV survivor, Provide basic information
- Need assessment of survivor, developing & implementation of action plan, follow up and case closure processes in line with the Project – Standard Operating Procedure (SOP)
- Participate in “Service Providers Mapping” activities in the area of LSU interventions.
- Support individuals in risk of GBV or survivors, by referring them when necessary and in respect of their consent to other service providers (health, legal assistance, shelter/safe space, livelihoods, financial support).
- Identify opportunities for awareness raising, whether in a LSU facilities, community centres or other safe spaces; plan the sessions; conduct the sessions/Prepare, organize and conduct focus group discussions (FGD) on relevant topics/information collection, when needed.
- Identify protection concerns of women, girls & boys within the community in the area of intervention; i.e. any trends should be reported to the respective manager and advocate for gaps in GBV response and referral procedures.
- Receive referrals, take action and provide feedback of actions taken in a timely manner to the project manager, GBV case manager, GBV Technical Supervisor and other stakeholders when necessary.
- Provide professional and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centred case management approach.

B- Legal Support responsibility
- 1- Provide Legal Advice: Using oral or written platforms, Legal Officers will be expected to brief team of staff members on legal issues, potential liabilities and possible courses of actions and also to provide direct support to survivors of GBV. This involves translating complicated legal jargon into language which everyone can understand, as well as taking all possible legal problems into consideration before making any recommendations. All recommendations which the Legal Officer makes must be in complete compliance with the law, and must also strive to minimize risk for their organization or to the survivors.
- 2- Provide Legal Support : Identifying all the relevant provisions under the laws and other statutory mechanism, Officer will support the survivors of the GBV to access them all the entitlements and will also facilitate them in the legal proceedings, by determining the need of different court processes and formalities, as well as, simplifying the legal positions.
- 3- Process Documents: Any sort of legal work involves a great deal of paperwork, and the job of a Legal Officer is no exception. Legal Officers will frequently need to write and review documents, contracts and agreements.
- 4- Perform Research: Since laws and regulations are always changing and being modified, it’s up to the Legal Officer to continuously research legal resources such as articles, codes, statutes, judicial decisions and more. Doing so will allow the Legal Officer to stay up to date on all current laws and make well-educated legal recommendations
- 5- Identify Risks: Ideally, legal issues should be nipped in the bud before they even begin. This is why it’s essential for Legal Officers to regularly analyse the actions and decisions of the other party and court proceedings, in order to identify problem areas, suggest alternative courses of action and mitigate risk as much as possible.

Purpose
Primarily, the Assistant Manager – Creative Design will lead and execute the development of innovative and visually captivating communications experiences, concepts, creative and material related to Plan India’s thematic programmes, advocacy and influencing campaigns, and for online and offline events including Plan India’s flagship Plan India Impact Awards, as well as awareness days such as World Day Against Child Labour, International Day of the Girl, among others.

Responsibilities

Summary Of The Overall Job
Under the supervision of Director – Finance &Assurance, the Sr. Finance Manager will be responsible for day to day activities financial management, legal and donor compliances. S/he will provide financial management support on various aspects of accounting, grant financial management, donor reporting and compliances, and support to Project partners and visit to various partners/direct implementation offices to review and strengthen the financial systems. S/he will be responsible to manage and provide day-to-day technical support to finance and account managers and coordinators. The position is also responsible for supervising regional procurement, partner and donor related legal matters, Donor financial reporting, managing Donor financial audits and capacity building of the team members for meeting the financial standards and compliance requirements.
Key Functions / Responsibilities
Accounting and Financial Managment
- To assist Director – Finance & Assurance and coordinate all Accounting and finance function activities, ensuring judicious utilization of funds, minimization of financial risk, adherence to budgets and cost saving as well as compliance with regulatory norms
- Overall management of field finance function: ensure proper accounting (account payable function) and utilization of Plan funds
- Provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including sub-grantee on financial accounting, reporting, procurement, and other compliance practices associated with the program
- Execute financial review and monitoring, on-site-data-validation and provide technical assistance to the field finance and partner organizations
- Ensure the verification, approve payment requests and fund requests submitted by the vendors and partners
- To provide support in the design of and ensure adherence to Financial protocols, scheme of delegation, and SOPs for the function
- To ensure adherence to Plan’s financial systems and procedures, and provide authorizations and approvals for critical deviations/ variances
Budget/Grant Management and Reporting
- To review under guidance of the Director Finance &Assurance the monthly regional Financial Results and discuss implications of periodic financial trends and results of analysis with the Programme team
- To ensure Donor financial reporting requirements are met in a timely manner through comprehensive and high-quality documentation
- Support to senior management team on the budget and forecast preparations and revisions;
- To provide decision making support to the Director – F&A and Program Directors on approving corrective action in case of variances between Actual costs/ expenses vs. Budgeted costs/ expenses
- To ensure that the team provide support to the Programme Implementation team at State Offices for detailed budgeting
- Support Program and Resource mobilization team in preparation and review of the financial budgets during proposal submission and MOU finalization stages
- Manage overhead cost/management cost recovery process to grants and overall overheads budget and actuals.
Legal And Complaince
- Manage engagement with donors, auditors and other statutory bodies with regard to the projects
- Manage periodic financial audits and donor reviews, and adherence to recommendations made by the auditors and donor
- Provide guidance and overview on legal drafting and preparation of all agreements including, but not limited to, Donors, NGO partners, commercial, subcontracted services and supply agreements
- Consult with corporate/third party attorneys, as necessary, to address difficult legal compliance issues
- Report to the Management, on any violation, risk (potential or real) that may affect organisation normal operation, image and reputation
- Manage all the compliances and requirements under FCRA act. Guide, track and ensure FCRA ratios are within permissible limits, ensure accurate and timely filling of all returns anddata submissions/reports and manage any audits thereof
- Manage Internal auditors to conduct scheduled and unscheduled audit checks on proper implementation of different current Policies and processes
- Keep abreast of regulatory environment and inform the management team about any changes/ new regulatory requirements and its implications.
Financial Risk Managment
- To assist Director – Finance &Assurance in development of Corporate and Partner Financial Risk Management policy and enabling systems and software
- Ensure compliance to financial and grant management for the project towards minimization and elimination of financial risks
- To ensure that anti-bribery and anti-corruption policies are followed stringently and are updated as per best practices in the sector.
Capacity Building
- To ensure capacity building of the corporate and field finance team for meeting the financial compliance requirements for the projects managed
- To address the skill development needs of the team members and lead capacity building for the team to ensure efficient financial management
Leadership
- Ability to sustain good interpersonal and professional relationships with internal colleagues, auditors and contacts in donor and partner organizations
- Deep understanding of Plan India’s strategy and how efforts contribute to the greater good
- To strengthen inter-team communication, stimulate good team dynamics and demonstrate solution oriented approach
- Drive process improvement and digitization initiatives in the finance domain and foster culture of quality and efficiency in the team
Qualification and Experience
- Chartered Accountant / Cost Accountant/ other accounting professional degree is a must
- Minimum 10 years of working experience, with at least 5 years at managerial level(team handling experience) and engaged in financial and grant management in large-scale development sector organisation with both Foreign and Non-Foreign Currency funding’s (sound knowledge of FCRA regulations)
- Proven ability at Managerial level, overseeing financial management, legal aspects and partners management of multi-state complex projects with tight deadlines and ambitious targets
- Proven ability in interfacing with multiple stakeholders, donors and ensuring compliance with statutory requirements
- Excellent interpersonal skills, oral and written communication skills in English and working knowledge of Hindi
- Excellent computer skills, including use of MS Office software, advance excel skills and ERP working knowledge(SAP experience would be preferable).
- Experience in driving innovation, best practices adoption and process improvements
- Ability to work and manage teams independently in a complex, multicultural environment.

Scope of Work
Content Creation
- Assist in creating and editing written content for various communication materials, including case stories, donor updates, organization newsletters, blog posts, and social media updates
- Conduct online research/ internal archives to gather information and data for communication pieces.
- Conduct research/interviews with internal stakeholders to gather information and data for communication pieces
- Updating donor communications materials, including reports, proposals, and acknowledgment letters
- Work closely with the communications team to align messaging and branding across all communication channels.
- Collaborate with other departments to gather content and insights for communication materials.
Case Story Development
- Collaborate with field teams to identify and document impactful stories and case studies that highlight the NGO’s work and its impact
- Create visually engaging case story decks and presentations for internal and external use.
Graphic Design (optional):
- If the intern possesses graphic design skills, contribute to the creation of visual content, such as infographics and promotional materials
Qualifications
- Undergraduate or graduate student pursuing a degree in communications, public relations, journalism, or a related field
- Strong written and verbal communication skills.
- Strong story telling abilities.
- Proficiency in Microsoft Office suite especially MS Powerpoint
- Familiarity with graphic design tools (e.g., Canva) and basic video editing tools
- Attention to detail and a commitment to producing high-quality content
- Natural flair in writing long-format content like blogs, articles
- Ability to work independently and as part of a team.

- Previous experience in communications or content creation is preferred but not required
