KEY FUNCTIONS/ACCOUNTABILIES

Person Specifications:

Experience:

Skills:

The Position will be responsible to support the Family Planning Unit of Bihar State Health Society, to strengthen the FP programme in the State to improve the availability and quality of the FP services. The position will be responsible to provide technical support for the implementation, monitoring and quality ensuring of the national flagship programme on Family Planning.

About Project:

Bihar is one of the eight socioeconomically backward states in the country referred as the Empowered Action Group (EAG) states. State lags behind the country on most of the socio-economic and health related indicators. Difficult geographical terrain further compounds the development challenges. As per Census 2011, the population of Bihar is 104.1 million. The decadal population growth rate has decreased from 28.43% in 2001 to 25.42% in 2011. State has the highest TFR in the country which is 3.0 as per NFHS-5.  TFR has reduced from 3.2 in NFHS-4 to 3.0 in NFHS-5. However, there are huge inter district variations, and 37 out of 38 districts in Bihar was taken under Mission Parivar Vikash as they have the fertility rate more than 3.  According to the NFHS-5, the total unmet need is 13.6 % while unmet need for spacing methods is 6.1%. In terms of utilization of family planning services, the contraceptive method mix in the state is in favour of limiting or terminal methods. According to NFHS-5, the prevalence of any modern FP method is 44.4%. The female sterilization is predominant method with 34.8%.

In Bihar, the State Health Society Bihar has established a Family Planning Unit to strengthen the FP programme in the State to improve the availability and quality of the FP services. In order to strengthen the planning & monitoring of the FP services in the State and facilitate provision of right based services, Plan India with support from UNFPA is providing technical and managerial support to the SHSB. As part of our technical support for Family Planning, the post of the State Coordinator – SRHR supported by UNFPA through Plan India will be based at the State FP Unit at State Health Society Bihar. The State Coordinator – SRHR would provide support in co-ordination with the officials of the FP division in developing a State FP plan to strengthen the provision of right based FP services. The detailed roles and responsibilities are as below.

Location/Posting: Patna at the Family Planning unit at State health Society Bihar (SHSB)

Duration: Initial Contract will be till Dec, 2022, further extendable (Based on Donor’s project extension, performance and need)

Line Management/ Supervision: The position will be based at Family Planning unit of State Health Society (NHM), with the Nodal officer of Family Planning, The primary reporting will be to Nodal Officer (SPO), Family Planning.

The position also has second line of reporting to the State Head (UNFPA) and to Project Lead ( UNFPA grant project) for the overall delivery of the role of technical support, programme implementation, Quality Assurance and monitoring and Administrative requirements.

Job Dimension:

The positions will be responsible for providing technical and programme management support for planning, management and monitoring of Family Planning programmes in Bihar.  As part of the job responsibilities, the State Coordinator – SRHR, under direction of the Nodal Officer, Family Planning, State health Society will interact with the districts, development partners, and will undertake field visits to the districts for programme planning, implementation, management and monitoring.

1.  Major Tasks to be accomplished

a)    Coordination and Partnership

  1. Establish better coordination between State Health Society Bihar with Plan international (India Chapter) and UNFPA for furthering the mandate of both the development agencies in line with the mandate of the government of Bihar.
  2. Support in development of need-based resource and communication material on newer methods of contraception and for promoting client friendly services
  3. To develop innovative approaches and guidelines for promoting use of spacing methods among young
  4. Support in formation of a forum of development partners led by State Health Society Bihar on FP 2030 commitments

 

b)   Planning

  1. To assist in preparing annual PIP for Family Planning through consultative
  2. To assist in preparing micro plans for high priority districts with high TFR for strengthening family planning
  3. Prepare roadmap for establishment of the new static centres to offer regular family planning services with high quality, focusing on the needs of young people and adolescents.
  4. Facilitate the development of database of trained service providers for FP and safe abortions and updating the database
  5. Calculate training loads for various trainings to be conducted and prepare comprehensive training calendar in consultation with
  6. Support in strengthening the supply chain mechanism by streamlining the FPLMIS in the state.

c)    Implementation

  1. Field visits to districts to support in rolling out FP program and liaise with state level officials to provide feedback to state & district officials (and ensure availability of contraceptives in designated facilities and extend necessary
  2. Field visits to districts and blocks to ensure operationalizing / establishment of the static centres / fixed day services as per the
  3. Coordination with districts and ensuring the proper nomination for training for Family planning.
  4. Facilitate the post training follow up of the trained service providers and provide an update of the output of the service providers
  5. Strengthening quality assurance mechanism, ensure regular meetings of state and district QAC, orientation of DQAC members on mandatory provisions
  6. Assist the state office in designing and demonstrating functional convergence models for SRH services for young people
  7. Assistance in effective implementation of FPLMIS at different levels & monitoring the progress of roll-out of FPLMIS & providing feedback to State & District Officials
  8. Establish regular program review system at State, Divisional and District level and participate in these
  9. Participate in state level forums/meetings to update and emphasize on RH programme.

d)   Quality & accessmonitoring

  1. To monitor quality of sterilization services and initiate actions for ensuring compliance with Supreme Court guidelines
  2. To monitor quality of PPIUCD services offered through delivery
  3. To monitor quality of the trainings especially for family planning organized at state, district and block
  4. Monitor if services focus on needs of young
  5. Monitor the uptake of reversible FP methods in the state
  6. Monitoring of the functioning of QACs at the state and districts to review if DQAC visits occurred as planned, and if reversible methods and consent procedures were monitored & discussed

e)    Other

  1. Facilitating in resolving the managerial and systemic issues and greater engagement of private sector in FP service
  2. Undertake any other related task assigned by the SHSB, UNFPA and Plan India office

  • Review the existing reports of the government & the reporting systems
  • Develop project related data and information systems and develop project monitoring system
  • Develop online reporting templets using KOBO tools
  • Explore new approaches for shaping implementation strategies and ensuring data are available in all the time
  • Compiling of all the data generated at various levels and analyze the same

Basic Requirements:

  • Master’s Degree or higher in Public Health, Social Sciences, Economics, Statistics or other relevant discipline.
  • Minimum Three years working on monitoring, evaluation and research in the public health

SUMMARY OF THE OVERALL JOB

The Accounts & Administration coordinator would be responsible to manage the financial & administration aspect of grant project implementation in the state of Jharkhand

Job Description:

  • Managing all financial and administrative matters related to the project implementation, maintaining adequate accounting records/review all incoming invoices, vouchers, and receipts.
  • Prepare all payment vouchers, obtain appropriate approvals and signatures/ submitting timely financial reports to the National office, as well as maintaining day-to-day administrative operations.
  • Assist in the identification of vendors, quotes for price comparison/ Draft purchase orders.
  • Extend support in the timely completion of internal & external audits
  • Support state project manager in project administration and team management.

Essential:

  • Master’s Degree in business administration, business studies, business management, Graduate in Commerce or related field, with a specialization in Finance
  • Minimum of 3 years of progressive and relevant work experience in a similar organization on similar profile
  • Experience with donor finance reporting and ability to manage the field level finance related issues.

NATURE AND SCOPE

Plan India is implementing a project Ek Pehal for promoting healthcare services among Construction Workers and their families through Mobile Health Units living in and around construction sites of Greater Noida and Hyderabad. The project will work with local partners on increasing  accessibility to quality diagnostic & curative care through mobile health Units across the targeted locations of Hyderabad & Greater Noida through Mobile Health Unit, providing basic health education & community- based sensitization towards preventive & promotive health & hygiene to all community beneficiaries & stakeholders through appropriate BCC and establishing linkages with existing/ parallel health delivery approaches by the public health system in the target locations of Hyderabad & Greater Noida.

ROLE & RESPONSIBILITIES

Develop, lead, monitor, and evaluate the assigned Ek Pehal Project. This involves effectively managing and reporting on the project in line with the objectives, time frame, and budget with a focus on health and nutrition system strengthening, training, and coordination. Providing technical support, leadership, and strategic direction, other important aspects of the role include managing and training project staff to meet quality standards in health and nutrition delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training staff, anticipating, planning, and contributing to the development of new health and nutrition project proposals and reports. This role will be based in Delhi with frequent field travel to project locations in Hyderabad and Greater Noida.

Essential Duties and Responsibilities of the Project Coordinator:

  1. Manage Ek Pehal project to meet the project objectives within budget and within the allotted time frame, and ensure projects are implemented in line with donor proposal and requirements;
  2. Set clear objectives and indicators for health and nutrition activities in collaboration with the implementing partners, Project Officer, Community Mobilizer and, with the local communities;
  3. Provide joint supportive supervision to project sites, on the job training to staff and undertake regular joint monitoring of the project activities;
  4. Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members and project partners are aware of project objectives and current work plans and to provide the opportunity for feedback;
  5. Develop Community awareness materials & coordinate activities regarding the mobile unit services and activities to the community for proper implementation and respond to community requests for information on services provided;
  6. Develop appropriate project reporting formats and guidelines and ensure they are used;
  7. Continuously monitor and supervise project activities through field visits, evaluating progress through outputs and impacts using both quantitative and qualitative data;
  8. Ensure accurate and timely reporting of activities according to donor schedule;
  9. Facilitate needs assessment including baseline and endline surveys and patient satisfaction surveys;
  10. Under take regular supportive supervision visit to the project locations and the Mobile Heath Unit sites. Meet regularly with beneficiary communities and leaders, to ensure project effectiveness and community involvement;
  11. In addition to the above also responsible for overall planning, implementation and M&E of mobile Health unit activities in Greater Noida. Coordinate and facilitate implementation of mobile health unit services site selection and prepare weekly movement plan (designated dates and in designated places and maintaining of schedule);
  12. Perform any other task relevant to the scope of work as assigned by the line manager and organisation.

Professional Experience:

  1. Post-Graduation in any Life Science, Social Work, public health;
  2. 7 to 10 years of experience in project coordination, project management, or consulting preferably in NGOs preferably in Health and Nutrition sector in community development, working with international development organizations, of which should be at a managerial level managing large projects to successful completion;
  3. Previous experience of managing a team;
  4. Have command in managing Programme in Mobile Health Units and of training and capacity building of staff;
  5. Hands on experience of independently monitoring, managing and reporting the project initiatives;
  6. Excellent communication skills especially with external stakeholders such as local authorities;
  7. Ability and willingness to frequently travel to villages and stay at the field;
  8. Experience in representational roles at Health forums at national and regional levels;
  9. Excellent interpersonal, communication’ and presentation skills.

Travel Requirements: Up to 50% of the time mostly in the project areas of Greater Noida and Hyderabad.

The position required frequently travel to construction sites and the catchment areas and stay at the field. The project will establish Mobile Health and Nutrition awareness campaigns in the targeted project areas of Hyderabad and Greater Noida.

Essential Duties and Responsibilities of the Community Mobilizer:

  1. Carry out community mobilization activities according to the approved implementation plan to educate the community related to malnutrition, child care, Community health and Mother & Child Health. Promote the understanding and participation of the target population;
  2. Work directly in the field with construction workers and their families and other stakeholders of the allocated project locations;
  3. Advise and inform beneficiaries on mobile health services timings and schedules, refer them to relevant health care facilities if needed & follow  up and review beneficiaries who attended the health facilities;
  4. Collect information on the health needs through home visits, presence during the Mobile Health Unit visit sites and communication with stakeholders;
  5. Elicit community involvement in Mobile Health visits, case finding, referral, Identify and select beneficiaries or health and nutrition activities and encouraging their attendance for health checks;
  6. Preparing weekly/monthly report to supervisor based on the need;
  7. Execute other activities instructed by the Project Coordinator and the Project Officer;
  8. Link the most vulnerable children and their families with local administration and ensure they receive government schemes as per their need;
  9. Establish good relationship to work closely with the builders, contractors, ANMs, ICDS and Collaborate with health authorities and other relevant stakeholders;
  10. Liaise on a daily basis with partners for Mobile Health unit services and communities to guarantee the smooth  operation of the programme;
  11. Promote growth monitoring of the children;
  12. Perform any other task relevant to the scope of work as assigned by the line manager and organisation.

Professional Experience

  1. Preferably Graduate, with at least 3.5 years of experience on Health and Nutrition sector in community development or mobilisation with a reputable organization;
  2. Knowledge on community mobilization;
  3. Sound knowledge on maternal child health & nutrition and government priorities;
  4. Experience in working with children, families and communities directly preferable;
  5. Fluency in written and spoken in Hindi and Telugu ( for Hyderabad position);

  8. Ensure Job aids are available in Mobile Health Units (including records and registers);
  9. Receive weekly reports from the Mobile Health Units cross check the completeness and accuracy and submit to Project Coordinator;
  10. Prepare timely programme and donor reports ( monthly & quarterly ) on project activities and document case stories;
  11. Participate in capacity building training, in health education sessions;
  12. Perform any other task relevant to the scope of work as assigned by the line manager and organisation.

Professional Experience

  1. Master’s Degree preferably in Humanities, Social Work, public health (or equivalent) with a minimum 5 years relevant working experience, preferably in Health and Nutrition sector in community development, working with international development organizations, of which should be at a managerial level managing large projects to successful completion;
