Water, sanitation, and hygiene (WASH) are the first line of defence against COVID-19. It is widely recognized that access to clean, running water and soap for handwashing is a critical need that must be met in our global response to the pandemic

A clean school has huge potential to create a cycle of opportunities, moreover, early years of a child’s life are very crucial as they lay the foundation to future learning and development and healthy hygiene routines last throughout their lives. Young children are fast learners, they adapt new behaviour more easily than adults, once capacitated they can challenge existing practices around them and can also lead to the adaption of new behaviour. Plan India believes in the potential of young children, have been promoting children as change agents on various health and hygiene related programmes and have successfully harvested the ripple effect of child led interventions.

Plan International (India Chapter) acknowledges the importance of realizing the human rights to food, water and sanitation to end poverty, eliminate inequalities and reach the SDGs. And children are the key to reach the objective hence, the proposed project will embed best practices of sanitation and hygiene into a habit among children, parents and community for improved improve health and nutritional outcomes for children, pregnant and lactating women.

The project Goal is to strengthen the school hygiene programme to ensure better health and hygiene outcomes for children, their family and community. The project objective is institutional strengthening and building information, education and communication of children, young women and other key stakeholders.

KEY FUNCTIONS / RESPONSIBILITIES

    Ensuring development and delivery of project implementation, operational and budget plan with PMU.

    Effective management and guidance of team members through performance matrix.

    Facilitate and coordinate with Government health department functionaries and other stakeholders for implementation of the project at state level.

    Work in coordination with Project Management Unit in Imphal and district teams.

    Deliver quality events and conferences in assigned state as per planned events.

    Preparing and implementing the programs as per DIPs, state plans and achieving of common central target.

    Effective communication of state level activity on daily basis with the leadership.

    Ensuring policy adherence and systematic approach on the work conducted by the team members.

    Assist the state teams in procurement in accordance with PLAN India’s Procurement Committee.

    Working with state teams to gather required documents and approvals on timely basis.

    Ensuring submission of monthly, quarterly and Programme progress reports.

    Facilitate the process of Community-based activity for all the project component through active involvement with state government officials, NGOs youth clubs, schools, colleges, etc.

    Working on Monthly progress report of team members to be shared with PMU on Monthly basis.

    Coordinate with stakeholders to facilitate the process of approvals, letters, directive related to the project.

EDUCATION AND EXPERIENCE

    Applicant must Graduate in social sciences, or related sciences and has 3 to 5 years working experience. The project requires good planning and organizational ability.

OVERVIEW

Plan India implements three major programmes funded by Reckitt India, namely, Dettol School Hygiene Education Programme, The Birds and Bees Talk and Reach Each Child. Together the programmes cover 12 major states of India and reach 15 million individuals.

Through Dettol School Hygiene Education Program in Uttarakhand, we aim to reach out to 5 million kids, 13000 schools in 13 districts with interventions focusing on innovation and renovation by inculcating hygiene culture among kids.

Some of the activities that come under the purview of the role are:

    Curating model climate resilience schools for the state of Uttarakhand in alignment with Sustainable Development Goals (SDGs) and its replication to promote best practices in the state.

    Working towards finding new and innovative ways to inculcate sustainable hygiene culture in the children of the state.

    Working closely with colleagues and partners to educate and inform them on the new initiatives and how they will impact the beneficiaries.

    Preparing advocacy decks and project reports for updates of Government.

    Developing, implementing, monitoring and analyzing state plans and strategies for scaling up.

    Supporting state implementation team in matching timelines and preparing progress reports.

    Preparing and sharing the quarterly advocacy plans.

    Designing research and evidence-based interventions for climate, health and hygiene.

KEY FUNCTIONS / RESPONSIBILITIES

EDUCATION AND EXPERIENCE

    Master’s degree in Environmental studies, Ecology, Wildlife Science/ PhD.

    Proven experience of minimum 5 years in developing and implementing environmental education programs or similar educational initiatives with school children is highly desirable

    Familiarity with the local environmental context and challenges, as well as global environmental concerns.

    Ability to design age-appropriate and interactive environmental education curriculum and materials by incorporating experiential learning methods for different grade levels.

Job Purpose

This position will be responsible to provide strategic thematic leadership todesign and build impactfulPrograms/ projects for Plan India’s target beneficiaries. ,The role holder with strive to enhance the thematic portfolio bydesigning and developingcompelling project proposals and concept notes for impactful Programs and raise grant funds. Key Responsibilities
1. Programdesign and Development

    Provide thematic leadership onthe design, development and implementation of the thematic strategy in line with Plan’s current Country Strategy (CS).

    Lead the designing of effective projects in the thematic area based on the program implementation objectives as per Plan India’s Country Strategy.

    Design network engagement, build “Centres of Excellence” and drive growth through performance to achieve portfolio’s contribution towards inclusive growth and impactful change.

    Review project performance and portfolio growth on a periodic basis, create progress reports / dashboards, analyze project expenditure vs. budgets, programmatic impact/outcomes, gaps and lessons learnt inmonthly briefings to the CMT.

    Ensure alignment between Plan projects with the government policies/ programs, other social welfare schemes and socio-economic scenarios in the identified intervention areas.

    Guide in the selection of priority/ focus districts while designing new projects or scaling up in the thematic network.

    As the thematic leader, to lead on identification of resources, staffing, pilot innovations, result-based monitoring and evaluation and risk management.

2. Thematic Network Capacity Building & Best Practices:

    To ensure development and timely execution of a capacity building plan for the Project thematic leads.

    To ensure best practices and lessons learnt from thematic projects are being implemented and documented properly

    Design and run pilot innovation projects for proof of concept and further scaling up.

    Mentor the Project Leads and setup centre of excellence project performance monitoring mechanism to achieve the objectives of the projects as per defined timeline.

    Performance evaluation will be based on the portfolio development, quality of project implementation and team management.

3. Growth of ThematicPortfolio and High Impact & Quality Programs

    Proactively identify, conceptualize and draft various sponsorship and donor grant initiatives, concept notes & proposals along with budgeting, keeping in mind the Country Strategy objectives. Work on innovative ideas and concepts while developing proposals

    Ensure internal consultation with cross functions (Marketing & Resource Mobilisation, Human Resource & Operations, Finance, and Program Quality and Impact) to ensure full alignment of the proposal design, execution structure, and cost recovery.

    Regular connect with senior stakeholders and donors on the project design, development and implementation status

    Represent Plan India in network meetings and on development of the strategy for the thematic area at the APAC/ GH / CO / NO networks

    Participate in awards / commendations on the projects / programs in the thematic area.

    Ensure annual planning, budgeting & periodic tracking in the thematic Program area

    Ensure appropriate utilization of the Grants and Sponsorship funds across themesby reviewing the Fund Utilisation Reports submitted by the Project Lead /Manager.

    Participate in critical stakeholder meetings with the project team (Donor/ Government) and field visits of projects to review performance quality and envision further scale up.

    To ensure that Program quality is timely monitored at the field and maintained against the established project indicators and constantly course correct to reach stated objectives.

    To strengthen inter-team communication, stimulate good team dynamics and resolve internal issues as required

4. Compliance & Audits:

    Ensure compliance of Plan’s organizational and Program policies in all the projects.

    Ensure adherence to the financial compliance requirements during budget spending by the thematic teams

    Ensure the sponsorship communication commitments are met and compliances upheld as part of the project design and to track the outcomes / impact on sponsorship communities.

    To ensure 100% adherence to Safeguarding of Children and Young people policy, Prevention of Sexual Harassment, Exploitation and Abuse and other relevant policies in Program Implementation

    To over-see and support Program / project audits

5. Emergency Response Management:

    To ensure close coordination with Emergency Response Management team to development and timely execution of a capacity building plan for the Project thematic leads for the roll out of post disaster relief and response activities for Plan’s ERM projects (emergency roster).

6. Team Management:

    Provide a conducive environment for enhancing teamwork and high quality performance.

    Be a part of the staff recruitment process for the Project roles in coordination with the HR&OD.

    Manage team performance and development through regular constructive feedback.

Qualifications and Experience:

    Education: PhD / Post Graduation in Development Studies; with thematic expertise in working on Livelihoods, Gender and Inclusion or other child focused developmental areas.

    Demonstrated experience working with ministries, Govt.systems(national, regional, district), donors, civil society and other development actors.

PROJECT OVERVIEW

To promote a child-friendly learning environment for children from underprivileged communities and with special needs, the Model School Project will directly benefit more than 3600 children studying from the two government Schools as well as the children and women from nearby communities, through hardware and soft activities for awareness and quality education. It is expected that with improved infrastructure, amenities quality of education will improve in these two schools which will lead to more number children admitting in these schools.

ROLE OBJECTIVE

The Expert in External Relations will provide support by liaising with local stakeholders, including the District Education Office, Government offices, NGO partners etc. to promote the accomplishments and insights gained from the project. This collaboration aims to amplify the impact of the project and contribute to multifaceted development efforts.

MAIN RESPONSIBILITIES
1. Financial Accounting

    The position holder shall ensure day today transaction processing in SAP/ accounting of expenditures and advances related to various projects assigned and ensure the same is done accurately and after review of support docs.

    The position holder shall prepare cheques, payment vouchers and ensuring that all expenditure payments have proper approval and documentation and that all invoices and payments are paid on time e.g. invoices utility bills, rents, phones, etc.

    The position holder shall be responsible for updating and monitoring Advance accounts in the system.

    Keep up-to-date petty cash ledger in the accounting system if applicable.

    In case of partners, process their fund requests and Utilisation certificates on a regular basis.

2. Budget/Grant Management and Cash Management:

    To ensure Donor financial reporting requirements are met in a timely manner through comprehensive and high-quality documentation

    Support the Zonal Finance Lead / Finance Manager / Project Manager maintaining a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the program unit.

    Monthly utilisation report to the Reporting Manager

    Support the LM and Program Lead in preparing/revising project budgets.

3. Procurement and Office Admin

    Ensure procurement for projects handled are done as per office policy and procedure. support Inventory reconciliation by ensuring the capture of all project purchases, issues and balances.

    Coordinate with ICO Admin and Procurement on a regular basis for smooth transactions, quality and time bound procurement.

    Maintain the assets register for the Project(s) and keep it up to date and ensure items are tagged and ensure that new procurements are done only as per approved budget.

    Make recommendations on internal controls, accounting systems, and general operations of the accounts department to increase efficiency.

4. Audit Support:

    Keep all field level records and vouchers, etc. ready for any time audit by donor, govt.

    Follow donor instructions and Plan procedure for audit preparation and audit action list

    Ensure audit visits are smoothly handled.

5. Record Management:

    Responsible for proper filing of all financial documents as per Plan India’s systems and procedures.

    Responsible for ensuring that the files for payment processing, petty cash, bank transfers, bank reconciliations, and cheques etc. are up to date.

6. Field visits, program & NGO partner monitoring, etc.:

    Plan and make monitoring field visits to project locations to verify the activities undertaken by Plan India and ensure that discrepancies are reported to LM and FM immediately.

    In case of NGO partners, visit NGO office/finance and review fund utilisation, cross check UC with Tally data and confirm all figs match. Submit reports with recommendations for field visit.

    Give orientation / training to NGO finance staff

    Any other work as assigned by LM.

1. Strategic Planning

    Assist in the development and implementation of the project’s external relations strategy.

2. Networking and Stakeholder Engagement:

    Act as the primary liaison between the project and local stakeholders, including the District Education Office, government offices, and NGO partners.

    Foster strong relationships with key stakeholders to ensure effective communication and collaboration.

    Develop and maintain a network of contacts within relevant sectors to support the project’s goals.

    Leverage these networks to facilitate partnerships and resource mobilization.

    Liasoning with Government offices, including District Education Office at local level and sharing the progress of the project.

    To support in promoting the achievements of the project.

    Plan meetings with local stakeholders.

3. Promotion of Project Accomplishments

    Communicate the successes and insights gained from the project to various stakeholders through presentations, reports, and meetings.

    Develop and implement strategies to highlight the project’s achievements and its impact on the community.

    Ensure timely and accurate dissemination of project-related information to stakeholders.

    support in preparing and distributing communication materials such as newsletters, press releases, and social media updates.

4. Coordination and Collaboration:

    Work closely with stakeholders to identify opportunities for collaboration that align with the project’s goals and objectives.

    Facilitate coordination meetings and ensure that all parties are informed and engaged in the project’s progress.

5. Feedback and Reporting:

    Collect feedback from stakeholders to inform project improvements and adjustments.

    Prepare detailed reports on stakeholder interactions and the impact of external relations activities.

6. Coordination and Collaboration:

    Represent the project at local events, meetings, and forums to advocate for its objectives and promote its accomplishments.

    Act as a spokesperson for the project, articulating its vision and goals to diverse audiences.

7. Capacity Building:

    Identify and address capacity-building needs of stakeholders to enhance their understanding and engagement with the project.

    Organize workshops, training sessions, and informational seminars as needed.

8. Monitoring and Evaluation:

    Monitor the effectiveness of external relations activities and make necessary adjustments to improve outcomes.

    Contribute to the evaluation of the project’s impact on local development efforts.

EDUCATION AND EXPEREINCE
Education

    Advanced university degree in Social scienceor related field.

Experience

    Minimum 7-10 years’ experience,with prior experience of liasoning with government departments.

    Experience of working with local stakeholders/organizations/govt. departments in Varanasi.

Travel Requirement

Project Overview:

The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination.

The SCMS Project will be implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as Sub-Recipient and 3PL services providers by the private sector. JSI R&T is mandated to provide technical assistance for improvement of the supply chains of ARV, TB drugs, diagnostics and other commodities under NACP and NTEP at regional and state level. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.

Job Summary

Reporting to Dy. Project Director – SCM, the Consultant Sr. Project Manager will be technical focal point for CTD for all technical aspects related to the project and supply chain management. The Sr. Project Manager – SCM will work closely with the project team to strengthen the supply chain management for
NTEP and NACP. S/he will provide technical assistance to CTD and NACO Procurement and Supply Management (PSM) team on various aspects of supply chain management such as planning, quantification, inventory management, distribution and data reporting. S/he will be responsible to provide day-to-day technical support on 3PL services to Regional Supply Chain Managers (RSCMs), as well as State Supply Chain Coordinator on 3PL Management while coordinating closely with JSI team.

Responsibilities:

Consultant Sr. Project Manager – SCM will be the focal person and provide supply chain domain expertise for the smooth implementation of the SCMS project. S/he will work in close coordination with Plan India, JSI’s team and 3PL company to ensure that the project activities are executed on time and will be responsible for the following major activities:

  1. Responsible for planning, development and implementation of strategies and activities aimed at improving the supply chain for TB and HIV/AIDS commodities managed by CTD and NACO (at central level) and STC and SACS (at state level) in close coordination with stakeholders.
  2. Responsible for effective implementation of the project activities, adhering to the Standard Operational Procedure (SOP). She/he will be responsible for ensuring implementation of activities as per the prescribed guidelines. She/he will be responsible for promotion and nurturing of the SCM team in targeted states.
  3. Develop the annual project work plans with the project team members at CTD and NACO and coordinate with the SR and 3PL company on regular basis for execution of project deliverables.
  4. Work closely with Project Manager (SCM) and RSCMs based at regional level and other stakeholders to document and expand the capacity of existing supply chain structures, processes, and systems that support efficient operations for various supply chain functions, such as warehousing, transportation, ordering/re-ordering, inventory management and reporting etc.
  5. Manage 3PL service provider on day to day basis and demonstrate the knowledge of policies and procedures related to handling and transporting special products such as Tuberculosis and HIV/ AIDS drugs and diagnostic.
  6. Ensure efficiently distribution of tdrugs and diagnostic by 3PL service provider to all health facilities as per the project’s scope of work.
  7. Manage the distribution planning, routing, approval on FTL and support technically on day to day challenges on the project;
  8. Support 3PL operation at State level with 3PL providers corporate team including troubleshooting with RSCMs, SSCC and State warehouses;
  9. Responsible to collect, check and aggregate 3PL service documents from RSCMs, SSCC and State and districts ensuring the fulfilling of the contractual compliance and process for approval and submission to finance for payment on monthly basis
  10. Organize regular meeting with CTD and NACO PSM team, SR and 3PL company for better follow up on the activities
  11. Manage and coordinate on all KPIs of programme including 3PL services under the contract with support of Project Manager – M&E;
  12. Provide technical input in developing and/or expanding adherence to Standard Operating Procedures (SOPs) for supply chain management activities for Tuberculosis and HIV/AIDS commodities.
  13. Use and maintain other computerized databases, as necessary, for the purpose of determining stock status and re-supplying facilities according to prescribed levels and developing pipeline database analysis and monitoring of supply levels.
  14. Provide technical support for quantification and procurement planning for Tuberculosis and HIV/AIDS commodities in collaboration with RSCMs and stakeholders and partners at State level.
  15. Provide technical input in developing training curricula and in training to state, district, and health service delivery point personnel in implementing and monitoring adherence to supply chain SOPs.
  16. Support the establishment of routine coordination mechanisms at state level between key stakeholders to facilitate information sharing and to monitor and assure the availability of Tuberculosis and HIV/AIDS commodities in public sector health facilities.
  17. When required, facilitate the design and implementation of any operations research studies that may be required by CTD, NACO and state government to support the continuous improvement of supply chain management performance for public health commodities in the state.
  18. Help write routine monthly, quarterly, and annual reports for submission to CTD, NACO, GFATM and stakeholders.
  19. Other appropriate duties as assigned by supervisor

Education and Experience:

  1. Post graduate / Professional degree in Supply Chain Management/logistics management, Public Health, Pharmacy and Business Administration.
  2. Minimum 10 years of experience in public health / health supply chain management, with at least 5 years of experience in providing technical assistance/consulting for public health supply chain at national/state level; experience in supply chain management of an HIV/AIDS/TB program will be an asset.
  3. Expertise in functions and practices of supply chain in government organizations/departments and knowledge of best practices in supply chain management. Travel Requirement: 50% of the total time

PROJECT OVERVIEW

To promote a child friendly learning environment for children from underprivileged communities and with special needs, Model School Project will directly benefit more than 3600 children studying from the two government Schools as well as the children and women from nearby communities, through hardware and soft activities for awareness and quality education. It is expected that with improved infrastructure, amenities quality of education will improve in these two schools which will lead to more number of children being admitted in these schools.

ABOUT THE ROLE

The Project Coordinator will play a crucial role in organizing training sessions for children, parents, and School Management Committees (SMCs) on various topics as per the project objectives. These include Legal Literacy, sessions addressing laws on prevention of Child Marriages, Protection of Children from sexual offences, Equal wages for women, Sexual Harassment at the workplace, Constitutional rights, Digital Learning encompassing cyber safety for girls, methods to report cyber threats, as well as Child Protection and other pertinent subjects. These sessions aim to enhance awareness and capacity building among the target audience. The main responsibilities of the Project Coordinator include planning and implementing training and awareness activities, reporting and documenting the impact of the sessions, monitoring the ongoing hardware and soft activities in schools, and potentially assigning additional responsibilities as per project requirements

KEY FUNCTIONS AND RESPONSIBILITIES
1. Training Activities

    He / She shall plan and implement training and awareness activities as per the objectives of the project with a target audience of children, School Management Committee members and parents.

    He / She shall make training calendar for the sessions, coordinate with school authorities, communities near by the targeted schools, and encourage the children and parents for participating in the training sessions.

ELIGIBILITY

JOB/ROLE OVERVIEW

The incumbent would be responsible for the overall accounting and administration related work and transaction processing matters the assigned project(s). He / She will be accountable to manage statutory compliancesas are applicable to various financial transactions of the project and ensure quality of records and the safe keeping.

MAIN RESPONSIBILITIES
1. Financial Accounting

    He / She shall ensure day today transaction processing in SAP/ accounting of expenditures and advances related to various projects assigned and ensure the same is done accurately and after review of support docs.

    He / She shall prepare cheques, payment vouchers and ensuring that all expenditure payments have proper approval and documentation and that all invoices and payments are paid on time e.g. invoices utility bills, rents, phones, etc.

    He / She shall be responsible for updating and monitoring Advance accounts in the system.

    Keep up-to-date petty cash ledger in the accounting system if applicable.

    In case of partners, process their fund requests and Utilisation certificates on a regular basis.

2. Budget and Cash Management

    He/she shall support the Zonal Finance Lead / Finance Manager / Project Manager maintaining a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the program unit.

    He / She shall support the LM and Program Lead in preparing/revising project budgets.

3. Procurement and Office Admin

    He/she shall ensure procurement for projects handled are done as per office policy and procedure. support Inventory reconciliation by ensuring the capture of all project purchases, issues and balances.

    Coordinate with ICO Admin and Procurement on a regular basis for smooth transactions, quality and time bound procurement.

    He / She shall maintain the assets register for the Project(s) and keep it up to date and ensure items are tagged and ensure that new procurements are done only as per approved budget.

    Make recommendations on internal controls, accounting systems, and general operations of the accounts department to increase efficiency.

4. Audit Support

    Keep all field level records and vouchers, etc. ready for any time audit by donor, govt.

    Follow donor instructions and Plan procedure for audit preparation and audit action list

    Ensure audit visits are smoothly handled.

5. Record Management

    He/she shall be responsible for proper filing of all financial documents as per Plan India’s systems and procedures.

    He/she shall be responsible for ensuring that the files for payment processing, petty cash, bank transfers, bank reconciliations, and cheques etc. are up to date.

6. Field visits, program & NGO partner monitoring,etc.

    He / She shall plan and make monitoring field visits to project locations to verify the activities undertaken by Plan India and ensure that discrepancies are reported to LM and FM immediately.

    In case of NGO partners, visit NGO office/finance and review fund utilisation, cross check UC with Tally data and confirm all figs match. Submit reports with recommendations for field visit.

    Give orientation / training to NGO finance staff

    Any other work as assigned by LM.

QUALIFICATIONS AND EXPERIENCE

    Minimum of Bachelor Degree or Diploma in Finance and Accounting, Commerce, or Business Administration and Management from recognized Institution.

    Minimum experience in the development sector 5+ years.

    Preference to candidates having the experience of managing accounting responsibilities of Sponsorship program.

COMPETENCIES

    Have the ability to guide others as per organizations’ policies and procedures related to financial management

    Experience in working with accounting software – tally, SAP, etc.

    Must be honest and trustworthy in all financial transactions

    Computer skills especially in MS Office, Excel

PROJECT OVERVIEW

Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes. These one stop centres have been positioned strategically at locations after due consultations with the SACS/DAPCU and the community members

POSITION PURPOSE

Supervise and oversee admin activities for GFATM project. To supervise and guide administrative staff for all requirements related to administrative needs for the GFATM project staff.

Key Responsibilities

    Ensure procedures and standards are applied consistently.

    Ensure Plan India’s performance management procedures and standards used to induct, manage and develop staff members are adhered for development of operations team.

    Organize purchase processes for all required materials and assets of the project as per donor and Plan procedures

    Oversee the administration and maintenance of fixed assets and other property belonging to the project;

    Design and implement office policies by establishing standards and procedures; measuring results against standards and make necessary adjustments

    Maintain office services by organizing office operations and procedures; design filing systems; review and approve supply requisitions.

    Enhance office efficiency by planning and managing office systems, layouts, and procurement

    Monitor and manage vendors/agencies to ensure that they efficiently and effectively provide needed services while staying within budgetary limits.

    Oversee activities directly related to business support.

    Play a significant role in long-term planning, including an initiative geared toward operational excellence.

    Determine how to allocate budgets and how to account for the same.

    Prepare annual procurement plan for all procurement related (program and non program) as per approved budget in consultation with the program team and finance team linking the same with the program implementation calendar, and quarterisation of budget

    Implement all procurement activities well in advance as per approved budget and annual procurement plan.

    Oversee the procurement process and ensure that the procurement is completed in time and in a very cost effective manner for goods and services.

    Lead the bidding process in case of high value procurement. Make sure all the requirement as per the bidding policy are followed to ensure transparency

    Arrange and follow Plan India’s purchase / procurement policy and purchase /procurement guidelines and norms for all type of procurement (goods and services)

    Work with purchase committee for all purchase as per the organization policy,

    Lead and manage the market survey in order to assess the market trends and to know average costs of material/items needed by Plan India, availability of types of goods/materials and services and share the same to the management.

    Undertake field visits to understand the nature of suppliers in the field area (i.e. When procurement happens in the field).

    Recommend deviations with alternate procedures to the management where Plan India processes cannot be implemented.

    Maintain market price/rate of all goods/materials generally purchased by Plan India.

    Ensure Plan India’s procurement norms are accordance with the local statutory requirement. Any difference should be brought to the attention of the management,

    Ensure vendors/suppliers list with their contact details is maintained and updated on regular basis

    Ensure procurement files are maintained in an appropriate fashion and order including – requisition, quotes/bids, comparison, evaluation, approval, contract/purchase order, delivery note etc. for each purchase.

    Make sure that the goods are safe and secured against damaged including insurance coverage,

    Ensure a high quality service in the communication with external customers and clients through reception, telephone response, mail reception and dispatch;

    Supervise and coordinate the booking-system for local, national and international travel and transport of the project staff;

    Define minimum standards and maximum amounts for travel-related accommodation and subsistence expenditure;

    Elaborate and regularly update essential information on available venues for accommodation and events in key cities;

    Issuing security advisory to staff travelling to/ within/outside India

    To promote the development of appropriate security information networks relevant to all Plan India teams working in India.

Legal Responsibilities

    Manage all Service and Purchase Contracts with external contractors;

    Support other departments in the elaboration and revision of agreements with partner organizations;

    Liaise with Government authorities /agencies in order to maintain smooth functioning of Plan’s work in the country;

    Coordinate with legal advisor for all agreements other than the labour contracts.

    Serve as primary liaison to legal counsel in addressing legal issues e.g. copyright, antitrust, governing instruments, partnerships, licensing etc.

    Oversee organizational insurance policies of the project.

Human Resources

    Manpower planning and recruitment as per the project needs

    Preparing Job descriptions as per the program need

    Maintain the staff records soft and in files in real-time to ensure accurate and up-to-date information

    Issue of staff contracts and renewals on time.

    Taking lead in talent acquisition and management, induction, grievance and counselling

Education and Expereince

    Post Graduate with minimum 8 years progressive experience in administration function of middle to large scale organization;

    Experience in an International Development Organization would be an advantage;

    Excellent lateral co-ordination and resourcefulness traits;

SUMMARY OF THE OVERALL JOB

This position is responsible for implementingChildren and Youth Life skills project. The role manages program support, donor relations and ensures implementation of the agreed deliverables within the approved timelines fulfilling the quality parameters of the project as per Government of India’s CSR law and donor commitment. This includes providing program and financial support and oversight to the Technical Resource Team (TRT),weekly and monthly monitoring of the project to track the progress of deliverables, tracking timely utilisation of budget, reporting and documentation required for donor reporting and proposal development for new grants.

KEY FUNCTIONS / RESPONSIBILITIES
PROJECT IMPLEMENTATION & MONITORING

    To take the responsibility of monitoring programme delivery and budget utilisation of assigned Saksham grant project.

    To ensure that the Technical Resource Team (TRT)maintains smooth operations and adherence to the quality as per the Saksham Program playbook of Plan India.

    To prepare Project Reports andcheck reported successful placement by the TRT through followup audits to a percentage of placed youth. Updates and document case studies / success stories regularly. Also, maintain project related data / MIS as per Plan requirements as well as requirements of Donor specific to the projects and present it to Plan Management and donor representatives.

    To manage the PO end-to-end (right from drafting the PO to regular progress update till PCR) as per the PO Management system followed at Plan.

    To provide implementation support to the TRTto enable them to effectively deliver programmes and achieve the intended project objectives.

    To ensure achievement of project goals and milestones as well as programme quality through routine field visits and desk reviews.

    To prepare donor visit plans and facilitate donor visit, and other visitors of Plan India Senior Management, Board Members or Government Stakeholders.

    To develop employee engagement events plan where donor and other employees could directly contribute to the project outcomes and execute within the agreed project budget such as project launch, meeting with stakeholders, graduation day, job fairs, alumni meeting and any other required events as required for specific projects.

    To prepare, execute and oversee budget utilisation plan and process followed by the TRA project implementation team under direct implementation of Saksham Projects. Ensure due accounting processes are followed by the team and timely utilisation of budget is done of assigned grants projects.

    To provide technical input to support the partners / Project Implementation Team in troubleshooting any issues/ bottlenecks during project implementation.

MONITORING & EVALUATION (M&E)

    To prepare project specific Monitoring Metrics as required for the project and donors.

    To support the M&E team of Plan India in developing systemic processes and metrics for programme monitoring.

    To lead the process of knowledge management and learning by designing and supporting evaluations and assessments as well as periodic programme / financial reviews, thereby enabling the implementing team to increase the quality of the programme.

    To lead the documentation of implementation experiences of the project and document evidences from the field.

    Organizing sharing and reflection sessions with different stakeholders with the support of Director – Grants

    To periodically review the M&E results, and develop and implement improvement solutions, as required

PROPOSAL DEVELOPMENT & REPORTS

    To support the Resource Mobilisation team in developing proposals pertaining to the Saksham Grant Project.

    To develop concept notes, SoP, Domain specific Training Manual / Module required for projects.

    To lead the development of the Programme Completion Report (PCR).

ELIGIBILITY

    Minimum 10+ years relevant experience in finance & audit domain

    IT skills (MS Office)

    Proficient in project management and donor reporting

    Ability to supervise and ensure deliverables with quality & timeliness

    Fluency in written and oral English communication skills
