PROJECT OVERVIEW

Under the “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” Plan India will focus to prioritize of C-19 RM intervention based on its strength and experience to handle the humanitarian response, procurement, and supply chain management which has been successfully implemented for the HIV/AIDS commodities at PAN India level.

The primary focus under C-19 RM grants, Plan India will the procurement of PPE products i.e. Mask, Soap, and Sanitizer to protect frontline health workers and operational staff to continue their respective activities.

JOB SUMMARY

Reporting to Sr. Manager – Procurement, the Procurement Consultant will be working closely with Plan India Procurement and SCM Strengthening Project team in various aspects of the supply of PPE products to the last mile such as planning, development of documents and processing of the procurement process as per Plan India policy respecting the inputs and suggestion from GFATM.

Responsibilities:

The procurement Consultant will be based at the Plan India office and execute the procurement and supply planning for C-19RM grants effectively and efficiently. The procurement consultant will work in close coordination with the Procurement team of plan India and SCM Strengthening Project team to ensure that the project activities are executed and timely in terms of the implementation and will have the following major activities:

Procurement Planning:

  • Draw procurement plan of action for PPE items basis discussion with a project team.
  • Act as facilitator and liaising support for the procurement process of Plan India as per Plan India procurement policy:
  • Prepare RFQ/ RFP/ NCB (National competitive bidding) documents.
  • Explore the market and vendor as per the requirement and handle vendor/ internal queries on case to case basis.

Procurement execution:

  • Carry out the procurement under the supervision of Sr. Manager – Procurement and contracting as per requirements/ policies of Plan India.
  • Invite quotations/ Publish RFQ/ RFP/ NCB as per requirement at public platform.
  • Participate in group negotiation with vendors whenever required.
  • Prepare comparatives containing vendor background information, technical specifications, timelines, credentials and other relevant information.
  • Post bid meets with selected vendor along with user group in case of high-value procurement for finalizing the delivery schedule of goods/ services and work plan.
  • Follow up with vendors for timely delivery of goods/ services.
  • Coordinate with project team and finance team for payment clearance/ settlement against delivery
  • Ensure cost-effectiveness and adequacy of purchases.
  • Extend support in Internal Control Review of the procurement files on a monthly basis.

Progress update on delivery:

  • Provide a comprehensive sheet on the delivery schedule state-wise.
  • Provide the progress update on a weekly/monthly basis of delivery of PPE items to further share with GFATM
  • Other appropriate duties as assigned by the supervisor

Education and Experience:

  • Postgraduate / Professional degree in Supply Chain Management/logistics management, Diploma in Public Procurement, Pharmacy and Business Administration.

SUMMARY OF THE OVERALL JOB

About the Project

Plan India has been awarded a grant to implement project in Mumbai, Greater Mumbai and Pune in the state of Maharashtra . The aim of the project is to enhance the knowledge of 2500 young girls from the three locations who will be provided career guidance support on digital literacy and equip them to link with job opportunities and help them to participate gainfully in the formal economy. The intervention will conduct training of young women in digital skills, employability skills, capacity building of faculty members, and sensitization of stakeholders, parents and awareness in communities, linkages to industry for employment, creating peer networks and finally networking with LinkedIn platform.

Key Responsibilities

  • Develop a SoP for training of project’s beneficiaries.
  • Enrol 2500 young girls for training from higher/technical/vocational education institutions-
  • Develop criteria for candidate identification, undertake mobilization and profiling of each candidate detailed testing, organise training batches.
  • Establish training centers in the community and educational institutions as per the plan.
  • Organise awareness campaigns and sessions with the support of field mobilizers at every locations with parents of young girls to influence behaviour change and create an enabling environment for the girls.

PROJECT OVERVIEW

Mother-to-child transmission is a major cause of HIV in children. India is committed to eliminate mother to child transmission (MTCT) of HIV and Syphilis by 2026. It means testing of 95% of pregnant women for HIV and Syphilis, putting 95% of estimated positive pregnant women on ART and achieving an MTCT rate of less than 5% by 2026. Project Ahana, a flagship national programme implemented by Plan India in 307 districts of 13 statesto ensure Elimination of Mother to Child Transmission of HIV. It focuses on the elimination of mother-to-child transmission of HIV and is implemented by Plan India with support from The Global Fund.

ROLE OVERVIEW

Under the project, Plan India has developed rigorous M&E systems and mechanism which guides successful project implementation towards achieving country EMTCT goals and ensures compliance reporting. The data reporting system is developed based on an MS excel based database system which maintains individual records of HIV positive pregnant women. Recently Plan India has developed a client-based MIS software system in alignment with Global Fund reporting arrangement to manage the project’s data/ information requirements. Plan India aims to get all the legacy data entered into the new software system developed, hence want to hire data entry operator/s to accomplish the task. Primary task of the position would be to enter data from the excel database into the current MIS software. Plan India will provide necessary training on MIS for data entry and provide logistic support to carry out the task.

  • Transfer line list data from Excel files to Ahana MIS software.

Project Overview

The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination.

The SCMS project will be implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as Sub-Recipient and 3PL services providers by the private sector. JSI R&T India Foundation as Sub-Recipient (SR) is mandated to provide technical assistance for improvement of the supply chains of ARV, TB drugs, diagnostics and other commodities under NACP and NTEP at regional and state level. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.

Job Summary

Reporting to Finance Manager, the Finance officer will be responsible for day to day activities of financial management and provide all support to Finance Manager on the grant.S/he will provide financial management support on various aspects of financial, documenters view and audit.S/he will be responsible for day today-to-day financial activities.

Responsibilities

Finance Officer – SCM will work in closely with other finance team to ensure that the project financial activities are executed on time and will be responsible for the following major activities:

  • Receive and acknowledge the monthly invoice along with supporting documents from 3PL service provider;
  • Review the monthly invoice and supporting documents of 3PL services along with Project Coordinator – SCM and share the list of missing documents to 3PL services provider for submission;
  • Follow with technical team to provide all supporting documents mentioned under the 3PL service contract to process the payment;
  • Process the payment of 3PL service provider after reviewing all supporting documents required under the 3PL contract;
  • Communicate the payment disbursement to 3PL service provider for acknowledgment;
  • Ensure that the financial documents of 3PL services is well organised and maintain for audit purposes;
  • Ensure that 3PL vendor meet reporting deadlines; maintain necessary communication with vendor in coordination with the concerned program official;
