The position holder shall be responsible to adhere & work within the ambit of Plan India’s Safeguarding Children and young people & Gender Equality Policies.

JOB PURPOSE

The Senior Manager – Procurement will lead and strengthen the organization’s procurement function by ensuring efficient, compliant, and value-driven acquisition of goods and services. The role will act as the custodian of procurement policies, systems, and governance frameworks, while driving strategic sourcing, vendor management, and process optimization across the organization.

 

KEY FUNCTIONS / RESPONSIBILITIES

1. Strategic Procurement & Planning

  • Lead the development and execution of procurement strategies aligned with organizational goals and programmatic needs
  • Establish annual procurement plans, ensuring cost efficiency and timely availability of goods and services
  • Identify opportunities for cost optimization, process improvement, and value maximization
  • Drive adoption of best practices in procurement and supply chain management

2. Policy Governance, Compliance & Risk Management

  • Act as the custodian of procurement policies, guidelines, and SOPs, ensuring strict adherence across departments
  • Strengthen internal controls and ensure compliance with organizational, donor, and statutory requirements
  • Provide guidance and oversight to ensure procurement processes are audit-ready at all times
  • Monitor procurement risks and implement mitigation strategies

3. Vendor & Contract Management

  • Lead vendor identification, evaluation, onboarding, and performance management
  • Build and maintain a robust supplier database, including qualifications, pricing trends, and delivery benchmarks
  • Drive strategic vendor partnerships and negotiate favorable terms, pricing, and service agreements
  • Oversee preparation, review, and lifecycle management of supplier and consultant contracts
  • Continuously evaluate vendor performance to ensure quality, timeliness, and cost-effectiveness

4. Procurement Operations & Execution

  • Oversee end-to-end procurement lifecycle including requisition, sourcing, evaluation, ordering, and delivery
  • Ensure timely processing of purchase orders, contracts, and supplier invoices
  • Lead preparation of comparative statements and facilitate procurement committee reviews
  • Track orders and ensure timely delivery while maintaining quality standards
  • Manage inventory systems to ensure optimal stock levels and minimize wastage

5. Systems & Data Management (SAP & Reporting)

  • Ensure accurate and timely entry of procurement data into SAP (requisitions, purchase orders, invoices)
  • Maintain comprehensive procurement documentation and audit trails
  • Generate insights and reports on procurement trends, vendor performance, and cost efficiency
  • Leverage data analytics to support strategic decision-making

6. Stakeholder Management & Capacity Building

  • Collaborate closely with internal teams, Administration, and Risk functions to ensure seamless procurement operations
  • Serve as a key point of contact for internal and external stakeholders on procurement-related matters
  • Build capacity of internal teams on procurement policies, processes, and compliance requirements
  • Ensure effective communication channels for procurement-related support and issue resolution

7. Team Leadership & Process Excellence

  • Provide leadership, mentorship, and direction to procurement team members
  • Foster a culture of accountability, efficiency, and continuous improvement
  • Drive digitization and process enhancements to improve procurement efficiency and transparency

 

EDUCATION AND EXPERIENCE

1. Education & Professional Qualifications

  • Master’s degree in Supply Chain Management, Procurement, Business Administration, Finance, or a related field
  • Relevant certifications such as CIPS (Chartered Institute of Procurement & Supply), CSCP, or equivalent will be an added advantage

2. Experience

  • Minimum 8–10 years of progressive experience in procurement and supply chain management, with at least 3–4 years in a leadership role
  • Proven experience in managing end-to-end procurement operations in development/NGO sector or large, multi-location organizations
  • Strong exposure to vendor management, contract negotiations, and procurement planning
  • Experience in handling donor-funded projects and compliance requirements will be highly desirable
  • Hands-on experience with ERP systems (preferably SAP)

3. Core Competencies

  • Strong strategic thinking with ability to translate plans into execution
  • Advanced negotiation and vendor management skills
  • In-depth understanding of procurement policies, compliance frameworks, and audit requirements
  • Excellent analytical and problem-solving abilities in dynamic environments
  • Strong financial acumen with focus on cost optimization and value creation
