Background
Plan India shall be implementing various Truckers Wellness initiatives and other CSR supported projects. These projects would cater to the truckers & allied population engaged in the transportation of goods and supplies around major industrial hubs, port areas, warehouse and other logistic congregation hubs. Including working with other marginalized groups as per availability of CSR funds to uplift their quality of life.Truckers play a pivotal role in sustaining the country’s economy, ensuring the seamless movement of goods across vast distances, even during challenging times like the COVID-19 pandemic and other emergencies. Their contributions are crucial to the country’s GDP, as they keep supply chains intact and industries operational. Despite their significant role, the health and well-being of truckers are often overlooked, leading to a range of health issues that can affect their quality of life and job performance. These projects intent to provide both health and non-health services with a focus on overall wellbeing by adopting person-centered and resource-effective approach to deliver various disease screening, mental health services, NCD checkup and common sessional ailments. major thrust of the project would be to support the truckers and allied population in addressing their life style disorders. Therefore, a comprehensive package of services like resting space, recreational services, gym, toilet and bathing facilities would be created which would be utilized by the project beneficiaries as per their free will. The intervention would be implemented in close coordination with public and private health setup in the districts and states.
Job Summary
Senior Manager Program, will be part of the PMU team in Delhi and will be overall in charge of these projects. The responsibilities include program planning and management, stakeholder engagement, capacity building of key team members, community mobilization strategies, monitoring and evaluation, support in data management, advocacy and communication, quality assurance of program activities financial management, and engaging in research and innovative practices. The person needs to ensure that the project offices and the other facilities created are utilized to the fullest as per their available capacity and activity plan. The individual is also expected to constantly be in touch with the donor organization and comply to all their reporting formalities and periodic program update in the form of virtual presentations and physical visits as and when required.
Role and Responsibilities
- Lead the technical design and implementation of project strategies, create a realistic and donor-responsive timeline, and continuously evaluate project progress towards achieving organizational strategic goals.
- Be fully conversant of issues related to Truckers and allied population (along with knowledge about other at-risk populations) and aware of the related global best practices;
- Identify all the State and National level social protection schemes for the marginalized and trucker’s population and guide the key team members in order to ensure maximum client linkages in the field.
- Provide technical leadership to project staff and partners in support of project objectives;
- Actively advocate and collaborate with NACO, other line departments and all other development partners working on HIV related issues and other related issues to ensure that program aligns with Country’s 95:95:95 targets and Plan India’s organizational mission and vision;
- Ensure that the project best practices and lessons learned are shared with both internal as well as external stakeholder for dissemination.
- Utilize a participatory approach to developing and updating the project guidelines as per changing needs of the project, ensuring programmatic directions are technically sound, evidence-based, and consistent with national and international standards.
- Oversee technical assistance and capacity building of local partners in support of a sustainable impact.
- Assist the Project Director in the successfully programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliveries as agreed with donor.
Specific Role and Responsibilities
Program Planning and Strategy Development
- Support the formulation of an implementation strategy and define roles / responsibilities of key project staff.
- Ensure timely execution based on the work plan finalized with the donor.
- Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results.
- Oversee and coordinate programmatic and financial management of the grant.
- Establish working procedures related to the management of the grant and oversee their compliance during the entire duration of the program.
- Ensure timely submission of financial and narrative reports to the donor.
- Conduct visits to regions and districts sites to undertake onsite data verification for quality assurance of the program.
- Collaborate with NACO and other line departments and all other development partners working on HIV related issues and other related issues, to ensure that
program aligns with Country’s 95:95:95 targets; and overall Plan India’s vision as an organization.
Capacity Building
- Oversee trainings for Project staff on program management.
- Disseminate best practices for management of projects at the local level and share experience/ best practices within organization and with other stakeholders.
- Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the project design process.
Stakeholder Engagement
- Coordinate and build partnerships with Technical Partners as well as with stakeholders like Truckers Unions to ensure transparent and effective implementation of the program and archive scale.
- Maintain effective partnership with government and regional institutions, implementing partners and Plan India colleagues to exchange critical and technical information and resolve program/ project implementation issues to ensure results are achieved as planned.
- Establish dialogue with donors, partners and other stakeholders to maintain effective working relationships, sustain interests and cooperation.
Data Management
- Coordinate with the Site team to ensure that monitoring and evaluation frameworks are being implemented as per program design.
- Ensure that field team is regularly updating program data to the relevant software /app/tool so that required monthly/quarterly reports are generated within prescribed timeline.
- Review the entered data and analysis the same for future program implementation with intimation to the PMU and the M&E point person.
- Ensure data integrity and compliance with reporting requirements in coordination with the field staff.
Financial Management
- Review and approval field staff travel and monthly activity plan in line with the overall budget provisions.
- Ensure site staff has all the commodities, medicines and other site running related cost approval well in time to ensure smooth functioning of the site facilities.
- Do the monthly and quarterly budget forecasting in consultation with the site team and share with PMU for future planning and program implementation.
- Review and validate monthly and quarterly expenditure incurred under the project.
- Work with the site team to inform PMU of any budgetary deviation or new project activities and related cost well in advance.
Research and Innovation
- Stay abreast of research and innovations around various diseases on prevention and treatment aspects.
- Integrate evidence-based practices to improvise program and provide relevant feedback to PLAN India Team.
Required Skills and Experience
Education:
- Master’s Degree in Social Work, Public Health Management or related field.
Experience:
- 15+ years of professional experience in leading and implementing development programs focused on HIV/AIDS and related health issues. Good knowledge of social welfare schemes.
- Experience in planning, programming, monitoring and evaluation of projects.
- Experience in building and management of partnership with national programs and other donors.
Language:
- Fluency in Hindi and English with good verbal and written skills.
- Knowledge of other local/Regional Indian Languages will be a strong asset.
