PROJECT OVERVIEW
The Global Fund is supporting “Intensified Malaria Elimination Project-III (IMEP-III)” for the grant period April 2024 – March 2027 within the existing framework of National Center for Vector Borne Diseases Control (NCVBDC). Under the IMEP-3 grant, PLAN INDIA has been selected as Sub-Recipient to work in High endemic districts for the states of Odisha and Tripura.
POSITION PURPOSE
The overall purpose of M&E coordinator is building the capacities of state level staffs on monitoring & Evaluation ensuring programme documentation and reporting. M&E coordinator will play a role of strengthening, planning, monitoring, supervision and evaluation of VBD control in high malaria endemic districts and states and to ensure seamless collaboration between the state, district and field. S/he will be responsible for coordinating and managing the programme data flow.
KEY FUNCTIONS / RESPONSIBILITIES
Implement M&E Plan and MIS Framework
• Implementing M&E plan and framework towards meeting the strategic goals of malaria elimination programme
• Support state M&E coordinators in meeting the required standards for Malaria elimination certification
• Supporting the state teams in increased focus on performance based programme planning
• Strengthening of programme planning and management structures and operations at national, regional, state levels
• Supporting the state implementation team in carrying out LQAs
• Conceive, Design and Develop of M-Treat Malaria- MIS towards reaching Malaria Elimination
• Implement M-Treat Malaria with the state teams
• Ensure smooth functioning of IHIP across all districts and states
Capacity Building
• Capacity building of national and state level staffs on the issues of Monitoring and Evaluation and record keeping and documentation
• Capacity building of the staff for data analysis and interpretation
• In an effort to strengthen and sustain the practice of using data for decision-making, dynamic data repositories will be made at national and subnational levels
• Supervise all activities of state M&E Coordinators
Recording and reporting
• Meet GFATM donor reporting compliances
• To ensure implementation of IHIP, relevant M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to field implementation staff
• To ensure reports from field are received on time and IHIP is updated on time
• Ensuring effective reporting through Plan India M-Treat Malaria MIS from block and district level
Carrying out Data Quality Assurance
• To ensure the quality of data generated and maintained at the different levels of the project.
• To carry out validation of data at the state and site level through to identify any gaps and errors
• To ensure the resolution of gaps and errors found in data in field
• Strengthen data management and quality improvement systems ensuring that data is audit worthy and readily available. Where problems exist, support the identification of solutions.
• Provide feedback and ensure compliance is carried out
Develop Information Products, Dissemination and Use
• Generate Period performance reports based on block, district and state programme performance and guide the team on the performance and quality of the implementation
• Generate monthly dashboard for the use of NVBDC, NPO
Supportive Supervision:
• Work with state level officers to establish good practices of supportive supervision in the district for the control of VBDs
• Conduct field visits for ensuring quality implementation of the programme and provide technical support to the concerned staff on site
• Review and finalize monthly reports from both the states
• Attend all regional, state and National level meetings

Minimum Qualifications and work experience:
Basic Requirements:
• Master’s Degree or higher in Public Health, Social Sciences, Economics, Statistics or other relevant discipline.
• Minimum 8 -10 years working on monitoring, evaluation and research in the public health with progressively increasing responsibility.
• Hands-on practical experience setting up and managing M&E systems for health programs in India, and the ability to coach and train others in their use
• Excellent, reporting writing, analytical and oral presentation skills
• Required fluency in English and strong communication skills.
