PROJECT OVERVIEW
The Global Fund is supporting “Intensified Malaria Elimination Project-III (IMEP-III)” for the grant period April 2024 – March 2027 within the existing framework of National Center for Vector Borne Diseases Control (NCVBDC). Under the IMEP-3 grant, PLAN INDIA has been selected as Sub-Recipient to work in High endemic districts for the states of Odisha and Tripura.
SUMMARY OF THE OVERALL JOB
Reporting to Dy. Director- Finance & Accounts, GFATM, the Finance Manager will be responsible for day to day activities of financial and grant management and provide all support to Dy. Director- Finance & Accounts, GFATM on the grant. S/he will provide financial management support on various aspects of financial, grant, audit, and support to Malaria Projects and S/he will be responsible to provide day-to-day technical support to finance and account coordinators.
KEY FUNCTIONS / RESPONSIBILITIES
Finance Manager will work in close coordination with team to ensure that the project financial activities are executed on time and real time information are available for senior management and will be responsible for the following major activities:
Responsibilities:
1. Develop and update standard guidelines and systems for finance management at Plan India level for the project;
2. Ensure compliance to financial and grant management for the project towards minimization and elimination of financial risks;
3. Execute financial review and monitoring, on-site-data-validation and provide technical assistance to the partner organizations;
4. Ensure the regular training for finance team by organising the periodic sessions.
5. Communicate with donors, auditors and other statutory bodies with regard to the project;
6. Support to senior management team on the budget and forecast preparations and revisions;
7. Assist and take up the various routine Finance and Accounting functions of the project at Principal Recipient as per requirements
8. Ensure the timely review of invoice, supporting documentation and process the payment submitted by the field teams.
9. Ensure the verification, approve payment requisitions and fund requests submitted by vendors and staff members.
10. Preparation and submission of timely and accurate financial reports to Dy. Director- Finance & Accounts, GFATM and Project Director for informed decision;
11. Receive, Review, Reconcile and consolidate monthly / quarterly financial reports.
12. Participate in periodic reviews of the project progress by technical team, donor, NCVBDC etc.;
13. Assist in periodic financial audits and donor reviews including NCVBDC, and adherence to recommendations made by the auditors and donor.
14. Undertake any other activities as required by the organization.
15. Other appropriate duties as assigned by supervisor.
Education and Experience:
1. Post graduate / Graduate Degree in Commerce/ candidate having additional professional qualifications (Chartered Accountant / Cost Accountant / MBA) will be given preference.
2. Minimum 5-8 years of working experience engaged in financial management and grant management in development sector;
3. Proven ability at Managerial level, overseeing financial management and partners management of multi-state complex projects with tight deadlines and ambitious targets
4. Proven ability in interfacing with donors and ensuring compliance with statutory requirements
5. Excellent oral and written communication skills in English and working knowledge of Hindi.
6. Willingness to travel to all the project implementation states and sub-grantee partner organizations.
7. Ability to train and mentor the junior staff as well as the finance staff of the partner organizations in accounting work / financial management.
8. Proven skills in program-finance variance analysis, preparation of budgets and forecasts.
9. Sound computer skills, including use of Internet and MS Office™ software and Tally accounting package (ERP version).
10. Strong analytical capabilities and experience in generating monthly and quarterly status reports and projections.
11. Ability to work independently and as a team player in a complex, multicultural environment.
12. Prior experience of working under/ for GFATM project will be an added advantage
