Job Title: Finance Coordinator – GFATM Projects

Level Of Contact With Children: 2 – Sporadic or Occasional contact with Children

Project Overview
Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes. These one stop centres have been positioned strategically at locations after due consultations with the SACS/DAPCU and the community members.

Position Purpose
To assist in providing and maintaining efficient & effective financial services to GFATM Project. Responsible for implementation of defined areas of work within the finance function. To manage the financial accounting, reporting and compliances of the GFATM project.

Key Functions / Responsibilities
LFinance Coordinator will work in closely with Deputy Director Finance to ensure that the project financial activities are executed on time and will be responsible for the following major activities:

Responsibilities
Specific roles and responsibilities of the Logistic Assistant of One Stop Centre would be as follows:

  • Reviewing and Processing the staff advances.
  • Reviewing and Processing the expenses submitted by the staff members including OSC staff.
  • Coordinate with the concerned project technical team.
  • Ensure that all necessary supporting documents are received from staff including OSC staff and verified for accuracy and adequacy;
  • Receive and review the monthly invoice along with supporting documents from service provider;
  • Follow with technical team to provide all supporting documents to process the payment;
  • Ensure that the financial documents are well organised and maintain for audit purposes;
  • Ensure that all OSC staff meet reporting deadlines; maintain necessary communication with OSC staff in coordination with the concerned program team;
  • Ensure compliance of all financial operations on a regular basis in accordance with laid down financial systems and procedures;
  • Conduct monitoring visits to OSCs as and when required and support the OSC staff on financial and donor compliance aspects;
  • Perform all other responsibilities as delegated.
  • Coordinate with admin team for periodic reporting on existence and condition of assets/ items kept at the OSC.
  • Supporting the DD Finance while preparing the budgets/ re-budgeting requests

Travel Requirement: As required
Minimum Qualifications and work experience:

  • Graduation/Master’s Degree in business administration, business studies, business management, or related field, with a specialization in Finance
  • Minimum of 5 years of progressive and relevant work experience in a similar organization
  • Experience with donor finance reporting
  • Demonstrated ability to work in a team and outstanding communication skills to effectively communicate within and outside the organization to collect and consolidate relevant financial data
