Project Overview
The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Sub Recipient (SR) for the HIV Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic.
The SCMS Project will be implemented by Plan International (India Chapter) as SR in collaboration with3PL services providers by the private sector. Plan International (India Chapter) mandated to provide technical assistance for improvement of the supply chains of ARV drugs, diagnostics and other commodities under NACP at regional and state level. The project will also leverage the private sector for the distribution of ARV drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of the program across facilities.
Job Summary
Reporting to Director Programme and Strategic Partnerships – GFATM, the Deputy Director – SCM will be the technical focal point for NACO for all technical aspects related to the project and transformation of supply chain management. The Deputy Director -SCM will be responsible to provide technical support to consortium partner and ensure the smooth implementation and transition of the project for NACP and NTEP Commodities across the country.
Responsibilities
DeputyDirector – SCM will be the focal person and provideproject and supply chain domain expertise for the smooth implementationof the SCMS project for NACP programs during the project duration GFATM GC-7.The scope of the assignment involves both transforming the supply chain as well as managing it efficiently to deliver Anti-retroviral (ARV), diagnostics and other commodities at all level with high level of Procurement and Supply Chain Management performance. Dy.Director – SCM will ensure the project activities are executed on time and will be responsible for the following major activities during implementation of the GFATM GC-7:
- Leading the Supply Chain Management Projects (SCMP) funded by Global Fund for HIV/AIDS in India;
- Provide overall leadership and guidance to the program as Dy. Director on Supply Chain Management Project for HIV/AIDS;
- Managing and leading the project team comprising of representatives of the project partners including 3PL service provider for HIV/AIDScommodities;
- Provide strategic vision and technical leadership to project and responsible for managing the program implementation and operations across all intervention across the country.
- Accountable for SCM projects performance, ensuring delivery of quality results on time, and in compliance with Plan India and GFATM policies and regulations.
- Manage and lead the project team comprising of representatives of the project partners;
- Design and implement the policies and guidelines being proposed by the consortium
- Help resolve internal consortium issues with regard to team dynamics
- Oversee recruitment and retention of other PLAN India staff associated with the project
- Mentor and motivate the consortium to extract the best results as individuals and team
- Develop budgets, monitor expenditures and maintain good financial stewardship of the projects in coordination with the Finance team and project staff.
- Organize, manage and provide programmatic and technical inputs for the projects from project staff, partners and short-term consultants so as to ensure smooth implementation.
- Build excellent working relationships with all key stakeholders in the Ministry of Health and Family Welfare, GFATM country team and other ministries at the national level and in all intervention states.
- Responsible for managing the sub-sub-recipient and ensuring that the project deliverables are met in line with the proposals/contracts/ work plans.
- Provide technical, administrative and programmatic leadership to all national and state teams and field based staff.
- Guide the documentation and communications team in drafting project results, successes, challenges and lessons learned through success stories, process documentations, communication collaterals and case studies etc
- Ensure timely reporting to the donor on all programmatic and financial requirements.
- Other appropriate duties as assigned by supervisor
Education and Experience
- Post graduate / Professional degree in Supply Chain Management/logistics management, Public Health, Pharmacy and Business Administration.
- Minimum 15 years of experience in public health / health supply chain management, with at least 7years of experience in providing technical assistance/consulting for public health supply chain at national/state level; experience in supply chain management of an HIV/AIDS/TB program will be an asset.
- Expertise in functions and practices of supply chain in government organizations/departments and knowledge of best practices in supply chain management.
- Extensive experience working with counterparts at various levels of government and the nongovernment sector in managing international development assistance projects.
- Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
- Demonstrated hands on experience of managing multiple partners and leveraging resources from private sector/corporate sector.
- Experience of managing sub-grants and contracts under grants for complex projects.
- Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
- Familiarity with the Indian health system, newer initiatives in health sector and relevant government policies/ strategies
Travel Requirement:50% of the total time
