President
Mr. Madan B. Lokur joined the Governing Board of Plan International (India Chapter) in 2019 and currently serves as President of the Board. He has also been serving as the Presiding Chairperson of the United Nations Internal Justice Council since December 2024. He is a former Justice of the Supreme Court of India.
He has worked extensively on the Juvenile Justice Act and was part of the Committee formed to suggest improvements in the functioning of homes and organisations under the Act. He was a member and later the Chairperson of the Mediation and Conciliation Project Committee of the Supreme Court, the Chairperson of the E-Committee of the Supreme Court, and the Executive Chairman of the Supreme Court Legal Services Committee as well as the National Legal Services Authority (NALSA).
Vice President
Mr. Ajay Kaul became a member of the Governing Board of Plan International (India Chapter) in 2020 and currently serves as Vice President of the Board. He brings over three decades of leadership experience across global organisations. Widely recognised for his transformational role as the CEO of Domino’s India, he played a key part in shaping the quick-service restaurant industry and establishing the brand as a household name.
Mr. Kaul continues to contribute to organisational growth and innovation across multiple sectors. A strong advocate of purpose-driven leadership, he provides strategic guidance to Plan International India and Plan International Indonesia.
Secretary
Mr. Atul Kirloskar has been a member of the Governing Board of Plan International (India Chapter) since 2017 and currently serves as Secretary of the Board.
A reputed industrialist, he has previously served as the Chairman of Kirloskar Oil Engines Ltd. and Kirloskar Ferrous Industries Ltd. Known for his strong interest in operations, people, and organisational excellence, he has played a significant role in strengthening India’s manufacturing and engineering sectors.
Treasurer
Ms. Upma Chowdhry has been associated with Plan International (India Chapter) since 2022 as a member of the Governing Board and currently serves as Treasurer.
A retired IAS officer, she has held several key positions in the Himachal Pradesh Government, including Additional Chief Secretary. She has also served as the Director of the Lal Bahadur Shastri National Academy of Administration and later as Secretary, Department of Youth Affairs.
Board Member
Dr. Shireen Jejeebhoy has been associated with Plan International (India Chapter) as a Governing Board Member since 2017. A demographer and social scientist with a PhD, she brings over four decades of experience in research and evaluation on young people’s health and evelopment, women’s empowerment, gender-based violence, and sexual and reproductive health. She has made significant contributions to advancing knowledge on adolescent health, women’s and girls’ empowerment, and access to safe abortion services.

Mr. Atul Dhawan has been a member of the Governing Board of Plan International (India Chapter) since 2022. He is the former Chair of the Board of Deloitte India, having been a Deloitte partner for 28 years. During his tenure, Mr. Dhawan advised Indian and multinational corporations, government institutions, and multilateral development agencies. His expertise spans audit, strategic advisory, restructuring, policy formulation, business and tax planning, privatisation, and market entry strategies.

Mr. Atul Singh has been associated with Plan International (India Chapter) since 2024, when he joined the Governing Board. He most recently served as Group Vice Chairman of the Raymond Group and previously as Chairman for Coca-Cola Asia Pacific, where he oversaw operations across 36 countries. A global business leader with more than 35 years of experience leading iconic consumer brands across continents, he is known for driving market expansion, organisational growth, and long-term value creation. His leadership is characterised by a deep understanding of consumer behaviour, effective strategy execution, and the development of high-performing teams.
Board Member
Ms. Anuradha Das Mathur’s association with Plan International (India Chapter) began in 2024, when she joined the Governing Board. She currently serves as Senior Advisor to the Albright Stonebridge Group, where she works at the intersection of global institutions and India’s policy landscape, strengthening strategic engagement for international organisations. She is also the Founder of The Foundation for Working Women, an organisation dedicated to enabling educated women to enter, remain, and grow in the workforce.
Her leadership has been widely recognised, including her selection as one of 30 women globally for the prestigious Global Women Mentoring Partnership Program, a joint initiative of Fortune and the U.S. Department of State. She is a public policy and communications strategist with extensive experience spanning government, business, media, and civil society.
Board Member
Dr. Poonam Khetrapal Singh has been serving on the Governing Board of Plan International (India Chapter) since 2024. She previously served as the Regional Director of the World Health Organization (WHO) for the South-East Asia Region until 2023, becoming the first woman to be appointed to this role in 2014 and later being re-elected. During her tenure, she led some of the region’s most impactful health initiatives, including major efforts in disease elimination, health system strengthening, and emergency preparedness.
Executive Director,
Plan International (India Chapter)
Mohammed Asif serves as the Executive Director of Plan India, a nationally registered non-government organisation working across 25 states to advance child rights, gender equality, and inclusive social development. Before assuming this role, he led the organisation’s programme portfolio as Director – Programs, overseeing large-scale initiatives in health, education, nutrition, and child protection that have positively impacted millions of children, youth, and families from vulnerable communities.
With over 25 years of experience in the social development sector, Mr. Asif has extensive expertise in designing and managing complex, community-centred programmes. His work spans maternal, infant, and child health; HIV, TB, and NCDs; nutrition; school hygiene and WASH; youth skilling and employment; micro-enterprise development; and disaster risk reduction. Throughout his career, he has collaborated with government agencies, development partners, and private-sector stakeholders to strengthen systems and deliver sustainable impact at scale.
An alumnus of the Delhi School of Economics, University of Delhi, Mr. Asif also holds professional certifications including Project Management in Global Health from the University of Washington, Seattle, and Risk Management accredited by the Institute of Risk Management, Gallagher Bassett. His leadership combines technical depth, strategic vision, and a strong commitment to enabling children and young people, especially girls to learn, lead, decide, and thrive.
Director (Programme and Strategic Partnerships)
Dr. Rajesh Kumar Rana brings more than two decades of experience in programme leadership, public health, and strategic partnerships. He holds a Ph.D. in Knowledge and Awareness about Right to Information Act-2005, and a postgraduate degree in Social Sciences.
As Director – Programs and Strategic Partnerships at Plan India, he leads the expansion of the organisation’s programme portfolio and donor engagement across India. He drives collaborations with multilateral agencies, technical institutions, government bodies, and the private sector to mobilise financial and technical resources for large-scale initiatives in health, disaster risk reduction, nutrition, climate change, and social development. As part of the Country Management Team, he provides strategic vision, technical guidance, and operational oversight to ensure sustainable and high-impact programme outcomes.
Before joining Plan India, Dr. Rana worked with the National AIDS Control Organisation (NACO), Government of India, from 2007 to 2021. He served as Account Director (Media) and later as National Consultant for Advocacy, Communication, and Mainstreaming. During this time, he led evidence-based advocacy and behaviour change communication for both the National AIDS Control Programme and the National Tuberculosis Elimination Programme. He also played a key role in mainstreaming health and HIV across 18 ministries and supported the nationwide rollout of the HIV/AIDS Act, 2017.
Director – Grant Projects
Dr. Rajni Wadhwa, holds a MBBS degree with an MD in Public Health (Preventive and Social Medicine) and brings over two decades of experience in planning, implementation, monitoring and evaluation, knowledge management, training, advocacy, and programme management across the development sector. She has extensive technical expertise in maternal, newborn and child health, reproductive health and family planning, adolescent health, tuberculosis, HIV/STI, immunisation, nutrition, Non-Communicable Diseases (NCDs), and digital health.
As Director – Grant Projects at Plan India, Dr. Wadhwa leads complex, multi-stakeholder programmes designed to improve health outcomes and strengthen systems at scale. She has a strong grounding in gender equality and has been deeply involved in gender-transformative programming across various initiatives. Her work includes high-level technical and advisory roles, with rich experience in liaising with central and state governments, UN agencies, CSR donors, development partners, and private-sector institutions on programme design, operations, quality assurance, and knowledge sharing. Before joining Plan India, Dr. Wadhwa worked with leading organisations such as FHI 360, PSI, and the World Health Organization. In her most recent role, she led the “Alliance for Saving Mothers and Newborns” - a consortium supported by USAID, BMGF, MSD for Mothers, Reliance Foundation, and Tata Trusts, focused on technology-driven solutions to strengthen maternal and newborn health outcomes.
Director – Finance and Assurance
Ms. Archana Rathore is a CPA (Canada) and Chartered Accountant (India) with over 27 years of experience across the corporate and development sectors. Her leadership roles at NASSCOM Foundation, WaterAid India, Xerox India, and BBC Media Action reflect her strong commitment to strategic financial management, operational excellence, and organisational accountability.
As Director – Finance and Assurance at Plan India, she oversees financial strategy, compliance, governance, and risk management to ensure robust systems that support the organisation’s mission and Country Strategy. She brings deep expertise in development sector finance, including FCRA compliance, donor reporting, ERP implementation, budgeting, and strengthening internal controls. Her work ensures transparency, efficiency, and alignment of financial processes with programme impact.
With her extensive experience and strong financial expertise, Ms. Rathore plays a key role in strengthening Plan India’s financial systems and ensuring transparency and accountability.
Director – Human Resources, Organisational Development & Administration
Ms. Pooja Mathur is an HR leader with over 20 years of progressive experience across the automotive, IT, consulting, and development sectors. She holds an MBA in Human Resource Management and Information Technology and has spent the last decade in senior HR roles with Save the Children and Plan India.
Ms. Mathur has been associated with Plan India for over nine years and currently serves as the Director – HR, OD and Operations. She brings extensive experience in leading HR strategy, workforce planning, organisational development, talent management, staff learning, performance management, gender equality and inclusion, and administration.
Her leadership focuses on strengthening people processes, digital HR systems, and operational excellence across recruitment, compensation, payroll, employee engagement, governance, and office administration. She has introduced gender-transformative and digitally enabled HR practices that enhance organisational effectiveness and create an empowering work environment.She is deeply committed to creating meaningful social impact and enabling a workplace where people can grow and contribute to the organisation’s mission. She has played a key role in building strong people functions, strengthening staff capabilities, and promoting a performance-driven and inclusive culture.
Director – Programs (Child-Centred Community Development)
Mr. Soumen Ghosh brings over 19 years of experience in programme management, monitoring and evaluation, research, and systems strengthening across the development sector. He holds an MBA in Health Care Services and is currently pursuing a Ph.D. in Management, reflecting his continued commitment to learning and evidence-based practice.
Before joining Plan India, Mr. Ghosh worked with leading national and international organisations, including the World Health Organization, Save the Children, and Charities Aid Foundation India. His work across diverse thematic areas and geographies has provided him with a strong grounding in designing, implementing, and evaluating community development and public health programmes.
As Director – Programs (CCCD) at Plan India, Mr. Ghosh leads the organisation’s child-centred community development portfolio. He provides strategic and technical guidance to state teams, strengthens programme design, and ensures that interventions are aligned with Plan India’s mission of advancing children’s rights and gender equality. He also plays a key role in establishing and enhancing Monitoring, Evaluation and Learning (MEL) systems that enable data-driven decision-making, accountability, and continuous programme improvement.
Director – Marketing and Resource Mobilisation
Ms. Ishita Agarwal brings extensive experience across policy, entrepreneurship, technology innovation, and marketing, having worked with leading institutions such as IIM Ahmedabad, NITI Aayog, and Ernst & Young. She holds a Master’s degree in Business Management and a Bachelor’s degree in Business Administration with a Diploma in Computer Applications.
Ms. Agarwal has deep experience in India’s early-stage start-up ecosystem, where she has contributed to fundraising, programme design, marketing, policy planning, partnership development, operations, and monitoring. She has worked closely with business incubators in both the public and private sectors, designing and implementing operating models and supporting entrepreneurs in building scalable and impactful businesses.
As part of the founding team of the Atal Innovation Mission (AIM), NITI Aayog, Government of India, Ms. Agarwal played a key role in shaping large-scale innovation and entrepreneurship initiatives. She has been actively involved in mentoring start-ups and strengthening India’s innovation landscape.
In her role as Director – Marketing and Resource Mobilisation at Plan India, she provides strategic leadership to a dedicated team focused on marketing, partnership development, and resource mobilisation. She leads efforts to secure support from corporates, institutions, government bodies, Public Sector Units (PSUs), and individual donors, ensuring that Plan India’s country strategy and goals are effectively resourced and achieved.
