Mr. Madan B. Lokur

President

Mr. Madan B. Lokur joined the Governing Board of Plan International (India Chapter) in 2019 and currently serves as President of the Board. He has also been serving as the Presiding Chairperson of the United Nations Internal Justice Council since December 2024. He is a former Justice of the Supreme Court of India.

He has worked extensively on the Juvenile Justice Act and was part of the Committee formed to suggest improvements in the functioning of homes and organisations under the Act. He was a member and later the Chairperson of the Mediation and Conciliation Project Committee of the Supreme Court, the Chairperson of the E-Committee of the Supreme Court, and the Executive Chairman of the Supreme Court Legal Services Committee as well as the National Legal Services Authority (NALSA).

Mr. AJAY KAUL

Vice President

Mr. Ajay Kaul became a member of the Governing Board of Plan International (India Chapter) in 2020 and currently serves as Vice President of the Board. He brings over three decades of leadership experience across global organisations. Widely recognised for his transformational role as the CEO of Domino’s India, he played a key part in shaping the quick-service restaurant industry and establishing the brand as a household name.

Mr. Kaul continues to contribute to organisational growth and innovation across multiple sectors. A strong advocate of purpose-driven leadership, he provides strategic guidance to Plan International India and Plan International Indonesia.

Mr. Atul Kirloskar

Secretary

Mr. Atul Kirloskar has been a member of the Governing Board of Plan International (India Chapter) since 2017 and currently serves as Secretary of the Board.

A reputed industrialist, he has previously served as the Chairman of Kirloskar Oil Engines Ltd. and Kirloskar Ferrous Industries Ltd. Known for his strong interest in operations, people, and organisational excellence, he has played a significant role in strengthening India’s manufacturing and engineering sectors.

Ms. Upma Chawdhry

Treasurer

Ms. Upma Chowdhry has been associated with Plan International (India Chapter) since 2022 as a member of the Governing Board and currently serves as Treasurer.

A retired IAS officer, she has held several key positions in the Himachal Pradesh Government, including Additional Chief Secretary. She has also served as the Director of the Lal Bahadur Shastri National Academy of Administration and later as Secretary, Department of Youth Affairs.

Dr. SHIREEN JEJEEBHOY

Board Member

Dr. Shireen Jejeebhoy has been associated with Plan International (India Chapter) as a Governing Board Member since 2017. A demographer and social scientist with a PhD, she brings over four decades of experience in research and evaluation on young people’s health and evelopment, women’s empowerment, gender-based violence, and sexual and reproductive health. She has made significant contributions to advancing knowledge on adolescent health, women’s and girls’ empowerment, and access to safe abortion services.

Mr. Atul Dhawan

Member

Mr. Atul Dhawan has been a member of the Governing Board of Plan International (India Chapter) since 2022. A Deloitte partner for 28 years, Mr. Dhawan has advised Indian and multinational corporations, government institutions, and multilateral development agencies. His expertise spans audit, strategic advisory, restructuring, policy formulation, business and tax planning, privatisation, and market entry strategies.

Mr. Atul Singh

Board Member

Mr. Atul Singh has been associated with Plan International (India Chapter) since 2024, when he joined the Governing Board. He most recently served as Group Vice Chairman of the Raymond Group and previously as Chairman for Coca-Cola Asia Pacific, where he oversaw operations across 36 countries. A global business leader with more than 35 years of experience leading iconic consumer brands across continents, he is known for driving market expansion, organisational growth, and long-term value creation. His leadership is characterised by a deep understanding of consumer behaviour, effective strategy execution, and the development of high-performing teams.

Ms. Anuradha Das Mathur

Board Member

Ms. Anuradha Das Mathur’s association with Plan International (India Chapter) began in 2024, when she joined the Governing Board. She currently serves as Senior Advisor to the Albright Stonebridge Group, where she works at the intersection of global institutions and India’s policy landscape, strengthening strategic engagement for international organisations. She is also the Founder of The Foundation for Working Women, an organisation dedicated to enabling educated women to enter, remain, and grow in the workforce.

Her leadership has been widely recognised, including her selection as one of 30 women globally for the prestigious Global Women Mentoring Partnership Program, a joint initiative of Fortune and the U.S. Department of State. She is a public policy and communications strategist with extensive experience spanning government, business, media, and civil society.

Dr. Poonam Khetrapal Singh

Board Member

Dr. Poonam Khetrapal Singh has been serving on the Governing Board of Plan International (India Chapter) since 2024. She previously served as the Regional Director of the World Health Organization (WHO) for the South-East Asia Region until 2023, becoming the first woman to be appointed to this role in 2014 and later being re-elected. During her tenure, she led some of the region’s most impactful health initiatives, including major efforts in disease elimination, health system strengthening, and emergency preparedness.

Ms. RATHI VINAY JHA

Chair Emeritus

Ms. Rathi Vinay Jha served in the Indian Administrative Service where as Secretary, Union Ministry of Tourism, she led the team on the ‘Incredible India’ campaign. In her assignment as Director to set up the National Institute of Fashion Technology (NIFT) the concept of Fashion Education was introduced for the first time in India. Ms. Jha has also served after retirement as Secretary General of the World Travel and Tourism Council – India. She is the Founder Chairperson of the Indian Heritage Cities Network, a UNESCO NGO. She is on the Boards of a number of other Trusts and Societies addressing the development sector. She is currently the Chairperson of the India Foundation of Arts as well as a Trustee of the Indira Gandhi National Centre for Arts. (IGNCA)
