KEY FUNCTIONS AND RESPONSIBILITIES
Working in close collaboration with NACO, Non Government Principal Recipients, Sub Recipients to ensure effective implementation of HIV Global Fund grants.
To assist in all technical components of program formulation and implementation especially for newer components.
Assist in development of comprehensive plan for monitoring and evaluation in project states of Sub Recipients to ensure that an effective and participatory M & E system is established in a decentralised manner.
Develop and test instruments for supportive supervision to support monitoring.
Develop formats, log frame matrix for monitoring and evaluation of program implementation in collaboration with NACO for developing indicators for the program.
Assist in the development of methodology for midterm evaluation and to ensure they are undertaken.
Evaluating results of specific reports on each Grant and integrate into planning.
Consolidation and analysis of reports/ data received from the Non Government PRs, on quarterly/ monthly/ annual basis.
Any other additional work assigned by Reporting Officer
Required Qualification and Skills
Work experience in the Development sector, Health Programmes or Health systems in M&E roles for 5 year with 1 year experience working at national level in public health program.
Post Graduate Degree or Diploma qualification in Preventive Social Medicine/ Community medicine/ Community Health Administration/ MPH/ Microbiology/ General Medicine/ Hospital Management/ MBA from a recognised institution.
Experience of working with donors. Knowledge and understanding of partnerships, principles of NGO support and/ or Donor environment, donor relations/ negotiations and reporting.
Experience of providing technical support to and capacity building of organisations in compliance related matters.
Experience of project proposal development.
Technical expertise in the areas of overall programme management and planning
Capability to function collaboratively and productively in a multi disciplinary environment.
Ability to represent NACO during interactions with relevant stakeholders, civil society and other agencies.
Very strong analytical skills, and the ability to synthesise complex concepts and to communicate them effectively. Strong knowledge of M&E methodologies, including quantitative and qualitative data collection techniques.
Proficiency in data analysis software (e.g., SPSS, R, or Excel) and data visualization tools.
Excellent writing and verbal communication skills.
Conversant with computer operations required for virtual meetings/ interactions.
Ability and willingness to undertake extensive travel, primarily within India.
Fluent in English and Hindi.

PROJECT OVERVIEW
Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes. These one stop centres have been positioned strategically at locations after due consultations with the SACS/DAPCU and the community members
POSITION PURPOSE
Supervise and oversee admin activities for GFATM project. To supervise and guide administrative staff for all requirements related to administrative needs for the GFATM project staff.
Key Responsibilities
Ensure procedures and standards are applied consistently.
Ensure Plan India’s performance management procedures and standards used to induct, manage and develop staff members are adhered for development of operations team.
Organize purchase processes for all required materials and assets of the project as per donor and Plan procedures
Oversee the administration and maintenance of fixed assets and other property belonging to the project;
Design and implement office policies by establishing standards and procedures; measuring results against standards and make necessary adjustments
Maintain office services by organizing office operations and procedures; design filing systems; review and approve supply requisitions.
Enhance office efficiency by planning and managing office systems, layouts, and procurement

Oversee activities directly related to business support.
Play a significant role in long-term planning, including an initiative geared toward operational excellence.

Prepare annual procurement plan for all procurement related (program and non program) as per approved budget in consultation with the program team and finance team linking the same with the program implementation calendar, and quarterisation of budget
Implement all procurement activities well in advance as per approved budget and annual procurement plan.
Oversee the procurement process and ensure that the procurement is completed in time and in a very cost effective manner for goods and services.
Lead the bidding process in case of high value procurement. Make sure all the requirement as per the bidding policy are followed to ensure transparency
Arrange and follow Plan India’s purchase / procurement policy and purchase /procurement guidelines and norms for all type of procurement (goods and services)
Work with purchase committee for all purchase as per the organization policy,
Lead and manage the market survey in order to assess the market trends and to know average costs of material/items needed by Plan India, availability of types of goods/materials and services and share the same to the management.
Undertake field visits to understand the nature of suppliers in the field area (i.e. When procurement happens in the field).
Recommend deviations with alternate procedures to the management where Plan India processes cannot be implemented.
Maintain market price/rate of all goods/materials generally purchased by Plan India.
Ensure Plan India’s procurement norms are accordance with the local statutory requirement. Any difference should be brought to the attention of the management,
Ensure vendors/suppliers list with their contact details is maintained and updated on regular basis

Make sure that the goods are safe and secured against damaged including insurance coverage,
Ensure a high quality service in the communication with external customers and clients through reception, telephone response, mail reception and dispatch;
Supervise and coordinate the booking-system for local, national and international travel and transport of the project staff;
Define minimum standards and maximum amounts for travel-related accommodation and subsistence expenditure;
Elaborate and regularly update essential information on available venues for accommodation and events in key cities;
Issuing security advisory to staff travelling to/ within/outside India
To promote the development of appropriate security information networks relevant to all Plan India teams working in India.
Legal Responsibilities
Manage all Service and Purchase Contracts with external contractors;
Support other departments in the elaboration and revision of agreements with partner organizations;
Liaise with Government authorities /agencies in order to maintain smooth functioning of Plan’s work in the country;
Coordinate with legal advisor for all agreements other than the labour contracts.
Serve as primary liaison to legal counsel in addressing legal issues e.g. copyright, antitrust, governing instruments, partnerships, licensing etc.
Oversee organizational insurance policies of the project.

Summary
Consultant – Monitoring and Evaluation
Under the overall goal to support the National program’s goal of ending AIDS among Key and vulnerable populations (H/TG, PWID/PWUDS, Bridge and Prisoners) by 2030; Plan India as Principle Recipient under Global Fund- NFM-3 project will carry out major project activities under following objective 1) To scale up HIV, TB, STI, and viral hepatitis intervention for incarcerated populations at prisons & other closed settings in 5 Eastern and 8 North-Eastern states of India, 2) To promote integrated service delivery by establishing one-stop centers for clinical and behavioral aspects of HIV and social protection services among H/TG, PWUD/PWID, and Bridge population in select locations across India
Summary of Responsibilities
Under the overall supervision of Deputy Director- M&E, the Manager: M&E will be responsible for managing monitoring & evaluation activities which cover responsibilities such as developing M&E plan, log frame, carrying out monitoring& supervision, data interpretation, analysis and use, research and evaluation. S/he will also be responsible to provide oversight and technical support to Plan India’s intermediary partner (Sub Recipient) in developing a strong Monitoring and Evaluation (M&E) system and maintaining quality of data and information at field level.
Responsibilities
Under overall guidance of Deputy Director: M&E, following duties will be performed by Manager- M&E
Develop M&E Plan- framework, measure
Identify, demine and measure the right process, output and outcome indicators towards effective performance monitoring system.
Develop M&E Plan under the project operations
Ensure implementation of relevant M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to NGO partners in the above mentioned States.
Capacity Building
Develop SR team’s capacity on M&E, documentation and reporting across the project team and in the districts covered under the project
Develop State Level M&E action Plans in alignment with the Project M&E plan for improving quality of reported data and to enhance data use for program planning and monitoring in the project implementation states.
Develop and oversee the implementation of the project monitoring plan (PMP) in the project implementation states.
Mentor and help in building capacity of partners M&E staff and/or key M&E positions within the program.
Design and develop routine Data Collection
Develop strong monitoring and evaluation data collection and analysis systems to ensure that program interventions are effective.
Provide leadership in developing CMIS and other technology-based innovative application for effective programme monitoring – computerized and otherwise.
Donor Compliance
Ensure that reports from partner organization in the operational state are received on time, provided feedback on them and contribute in their final compilation for submission to donors.
Support program and staff and senior management to use data to make informed and timely decisions related to program implementation
Verify, validate and prepare the state report for meeting donor compliance
Data Quality Assurance Mechanisms and Supportive supervision
Strengthen availability and use of high quality data for decision making at all levels of the project.
Carry out Onsite Data Verification Visits (OSDVs) to check and very the data quality and project quality
Strengthen Plan India’s and NGO partners data management and quality improvement systems ensuring that data is audit worthy and readily available. Where problems exist, support the identification of solutions.
M&E Coordination
Ensure successful partnership with M&E Cells of State AIDS Control Societiesand other partner organizations in the operational states and help states in developing Coverage, Improvement Plans with greater role for operational states with special focus on underserved areas.
Remain up to date on good practices and developments in M & E of HIV program in order to ensure program quality and impact
Operations Research & Evaluation
Conduct innovative/ operation research in thematic area and prepare report such as cost effectiveness/ efficiency analysis etc. and disseminate the learning through presentations and publications.
Disseminate research and programme learnings through presentations and publications at national, regional and global levels
Information Products, Dissemination and Use
Analysis, Compilation, Documentation and dissemination of project performance
Submit abstracts on studies/ evaluation/ best practices and attend national and international conferences.
Develop and share performance feedback reports to SRs to guide and towards improving performance
Willing to extend support to any other work assigned by Deputy Director- M&E
Basic Requirements
Master’s Degree or higher in Public Health, Social Sciences, Economics, Statistics or other relevant discipline.
Minimum 6 -10 years working on monitoring, evaluation and research in the public health and HIV fields with progressively increasing responsibility.
Experience in developing, Implementing and managing MIS systems
Experience in handling data analysis and data visualization tools and packages
Hands-on practical experience in setting up and managing MER systems for health programs in India, and the ability to coach and train others in their use
Demonstrated expertise in designing and implementing rigorous quantitative and qualitative research, rapid appraisals, and methods for data analysis
Knowledge of M & E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS

Plan India’s Global Fund Grant, third phase of AHANA on Prevention of Parent to Child Transmission (PPTCT) will be implemented in 305 districts in the states (13) of Bihar, Chhattisgarh, Jharkhand, Odisha, Uttar Pradesh, Assam, Meghalaya, Sikkim, Manipur, Arunachal Pradesh, Mizoram, Nagaland and Tripura for the duration of April, 2021 to March, 2024
Position Purpose
Position will be responsible for supporting the partner in implementation of Ahana in 8 States of North East, Bihar and Uttar Pradesh. S/he should have in depth understanding of Prevention of Parent to Child Transmission (PPTCT) program goals and objectives of the project. S/He will be responsible for establishing strong linkages with SACS, NHM and State Private Medical Associations. S/He will be leading the capacity building, mentoring and supportive supervision of the SR Partner in the above mentioned states
Roles and Responsibilities
Coordinate with State Health System to advocate for increase ANC Registration vis a vis ANC Estimation
Coordinate with SACS, State level Professional Medical Associations (PMAs) like FOGSI, IAP, IMA, Private lab associations and other stakeholders to facilitate HIV and Syphilis testing of all Pregnant Women, registered for ANC in both Public and Private Sector
Guide the SR team in advocating with SACS in saturating all public health facilities and platforms with availability of HIV & Syphilis testing facilities
Guide the SR team in Mapping all Private Health facilities providing maternal health services, assessment and engagement with National PPTCT program
Guide SR in establishing and mentoring an effective outreach mechanism to reach out to the identified Positive Pregnant Women and their Families with PPTCT related services
Guiding the SR in developing a program transition plan
Provide resource/technical support during CMEs/Workshops/Conferences organised by Professional Medical Associations (PMAs); participate in and represent the Project /Plan India in PPTCT review and other meetings as deputed
Guide SR in conducting quarterly district wise EMTCT assessment and keeping the health system, at state and district level informed about the same
Monitor the performance of the program in approved and agreed intervals

Responsibilities and tasks
The Finance Coordinator will work under the direct supervision of the Senior Finance Manager. He/she will work in close coordination with the implementing NGOs and other colleagues in the unit to carry out the following responsibilities:
Support the Senior Finance Manager in consolidating the plans and budgets of the implementing NGOs
Coordinate with the concerned program focal persons to ensure that periodic financial reports from partners are received in time, ensure that all necessary supporting documents are received and verified for accuracy and adequacy
Propose improvements to institutional finance processes of implementing NGOs in consultation with the Senior Finance Manager
Ensure that all implementing partners meet reporting deadlines; maintain necessary communication with partner organizations in coordination with the concerned program official
Ensure compliance of all financial operations of SR / NGO partners on a regular basis in accordance with laid down financial systems and procedures.
Conduct monitoring visits to partner organizations as and when required and support partner organizations on their financial management and donor compliance.
Review the internal controls and related systems of the SR/NGO partners.
Keep track of donor reporting milestones/deadlines

EDUCATION AND EXPERIENCE
Postgraduate Degree in Public Health or Social Science;

Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) for KP (Transgender persons & People who inject Drugs) and bridge population have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered key and bridge population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes.
ROLE
The Consultant HR Coordinator will be responsible to provide end to end support for recruitment, training & development, systematic documentation and employee engagement. It is expected from the Coordinator to support the team for smooth and effective functioning of HR operations.

Job Purpose
The position will be responsible to oversee and provide supportive supervisionto the grant project implementation, in a qualitative and timely manner, as per Plan India’s program standards and processes and in compliance with the donor requirements. Position Purpose

Responsibilities
TheAccounts Coordinatorwill work under the direct supervision of the Dy Director Finance and Accounts. He/she will work in close coordination with the implementing entities at field level and other colleagues in the unit to carry out the following responsibilities:
Support the project finance team in consolidating the plans and budgets of the implementing entities

Project Overview
The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination.
The SCMS Project will be implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as a Sub-Recipient and 3PL services providers by the private sector. JSI R&T is mandated to provide technical assistance for improvement of the supply chains of ARV, TB drugs, diagnostics and other commodities under NACP and NTEP at regional and state level. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.
Job Summary
Reporting to Project Director – GFATM, the Dy. Project Director – SCM will be the technical focal point for CTD and NACO for all technical aspects related to the project and transformation of supply chain management. The Dy. Project Director -SCM will be responsible to provide technical support to consortium partner and ensure the smooth implementation and transition of the project for NACP and NTEP Commodities across the country during the closure of the project.
Responsibilities
Dy. Project Director – SCM will be the focal person and provideproject and supply chain domain expertise for the smooth implementation and transition of the SCMS project for NACP and NTEP programs during the closure of the GFATM GC-6.The scope of the assignment involves both transforming the supply chain as well as managing it efficiently to deliver Anti-retroviral (ARV), Tuberculosis drugs, diagnostics and other commodities at all level with high level of Procurement and Supply Chain Management performance.Dy. Project Director – SCM will ensure the project activities are executed on time and will be responsible for the following major activities during the closure of the GFATM GC-6:
1. Leading the Supply Chain Management Projects (SCMP) funded by Global Fund for HIV/AIDS and Tuberculosis in India;
2. Provide overall leadership and guidance to the program as Dy. chief of party on Supply Chain Management Project for HIV/AIDS and TB;

12. Organize, manage and provide programmatic and technical inputs for the projects from project staff, partners and short-term consultants so as to ensure smooth implementation.

Education and Experience
1. Post graduate / Professional degree in Supply Chain Management/logistics management, Public Health, Pharmacy and Business Administration.
2. Minimum 15 years of experience in public health / health supply chain management, with at least 7years of experience in providing technical assistance/consulting for public health supply chain at national/state level; experience in supply chain management of an HIV/AIDS/TB program will be an asset.
3. Expertise in functions and practices of supply chain in government organizations/departments and knowledge of best practices in supply chain management.
4. Extensive experience working with counterparts at various levels of government and the nongovernment sector in managing internationaldevelopment assistance projects.
5. Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
6. Demonstrated hands on experience of managing multiple partners and leveraging resources from private sector/corporate sector.

POSITION PURPOSE

Responsibilities and tasks
The Consultant – Finance Coordinator will work under the direct supervision of the Dy Director Finance and Accounts. He/she will work in close coordination with the implementing NGOs and other colleagues in the unit to carry out the following responsibilities:
Support the Dy Director Finance and Accounts in consolidating the plans and budgets of the implementing NGOs
Coordinate with the concerned program focal persons to ensure that periodic financial reports from partners are received in time, ensure that all necessary supporting documents are received and verified for accuracy and adequacy

POSITION PURPOSE

The incumbent will be responsible for planning, supervising and controlling the delivery of administrative, logistical, and legal services. This includes managing daily operations, and planning administrative services. S/he will be responsible for the management of the overall quality and efficiency of operations.
KEY RESPONSIBILITIES

Play a significant role in long-term planning, including an initiative geared toward operational excellence;
Determine how to allocate budgets and how to account for the same;
Prepare annual procurement plan for all procurement related (program and non-program) as per approved budget in consultation with the program team and finance team linking the same with the program implementation calendar, and quarterisation of budget;
Implement all procurement activities well in advance as per approved budget and annual procurement plan;
Oversee the procurement process and ensure that the procurement is completed in time and in a very cost effective manner for goods and services;
Lead the bidding process in case of high value procurement. Make sure all the requirement as per the bidding policy are followed to ensure transparency;
Arrange and follow Plan India’s purchase / procurement policy and purchase /procurement guidelines and norms for all type of procurement (goods and services);
Work with purchase committee for all purchase as per the organization policy;
Lead and manage the market survey in order to assess the market trends and to know average costs of material/items needed by Plan India, availability of types of goods/materials and services and share the same to the management;
Undertake field visits to understand the nature of suppliers in the field area (i.e. When procurement happens in the field);
Recommend deviations with alternate procedures to the management where Plan India processes cannot be implemented;
Maintain market price/rate of all goods/materials generally purchased by Plan India;
Ensure Plan India’s procurement norms are accordance with the local statutory requirement. Any difference should be brought to the attention of the management;
Ensure vendors/suppliers list with their contact details is maintained and updated on regular basis.
Ensure procurement files are maintained in an appropriate fashion and order including – requisition, quotes/bids, comparison, evaluation, approval, contract/purchase order, delivery note etc. for each purchase;
Make sure that the goods are safe and secured against damaged including insurance coverage;
Ensure a high quality service in the communication with external customers and clients through reception, telephone response, mail reception and dispatch;
Supervise and coordinate the booking-system for local, national and international travel and transport of the project staff;
Define minimum standards and maximum amounts for travel-related accommodation and subsistence expenditure;
Elaborate and regularly update essential information on available venues for accommodation and events in key cities;
Issuing security advisory to staff travelling to/ within/outside India;
To promote the development of appropriate security information networks relevant to all Plan India teams working in India.
Legal Responsibilities:
Manage all Service and Purchase Contracts with external contractors;
Support other departments in the elaboration and revision of agreements with partner organizations;
Liaise with Government authorities /agencies in order to maintain smooth functioning of Plan’s work in the country;
Coordinate with legal advisor for all agreements other than the labour contracts;
Serve as primary liaison to legal counsel in addressing legal issues e.g. copyright, antitrust, governing instruments, partnerships, licensing etc.
Oversee organizational insurance policies of the project.
Basic Requirements:
Post Graduate with minimum 8 years progressive experience in administration function of middle to large scale organization;
Experience in an International Development Organization would be an advantage;

JOB PURPOSE
Plan India is implementing Sarthak Phase -IIin Medak district of Telangana and Khurda district of Odisha. Through the project we aimto strengthen the child protection mechanisms in the target districts by working in close collaboration with the District Child Protection Units. This position will aim to improve the access to the justice system of the families (Parents) and child survivors by strengthening investigative, legal and support services through collaborative efforts with the District Child Protection Units (DCPU) in respective districts; more in particular in collaboration with the Child Welfare Committees (CWC) in the project districts. The collaboration with the DCPU will help to provide the children the immediate support such as counselling, medical support, legal support etc. and will ensure that the survivors get justice, and they are able to restart their livesafresh with the help of psycho-social support, guidance, family reintegration, victim compensation and by accessing the Govt. sponsored Social Protection Schemes.
The project will provide these supports by creating increased awareness among the parents, communities, schools, and children and among the Govt. service providers. Increased awareness will ensure mandatory reporting to police or to other relevant authorities for initiating the process of investigation and onward actions as prescribed by the law. The project will collaborate with the judiciary/ public prosecutors (Justice System) Juvenile Justice Board, Dept. of Women and Child Development and statutory bodies like District Legal Service Authority (DLSA), Child Welfare Committees (CWC). Such collaboration will aim to ensure victim compensation, Institutional Care, counselling support etc. Project will also aim to improve these systems at the district level, so that the ripple effect of the project reach out to other districts of the state/s, and overall gender responsive approaches could be established in the state for the survivors of GBV. This project will engage with the Legal Services Authorities, which provides legal support to the survivors of GBV, Police which helps to enforce the law, State Commission for Protection of Child Rights, the Doctors for medical aid & services, Indian Medical Association etc. to ensure that the system is strengthened and coherent to provide support to the survivors of child sexual abuse of Gender Based Violence.
SCOPE OF WORK
The Social Worker will work closely with the village, block and district level child protection & delivery system; with the communities, schools, children & young people, local governance representatives and generate awareness amongst them on the issues pertaining to GVB amongst children. The SW will be responsible for undertaking different awareness generation initiatives within schools and communities aiming to prevent and safeguard children from potential incidents of CSA. The SW will also facilitate care and guidance to the GBV survivorsand their families. S/he will ensure mandatory reporting of incidents they’ll come across, right referral for the care and treatment of the survivorsat the response centres like hospitals, medical units, including referrals to Child Care Institutions (CCI), CWC for further case management and support. The position holder will work closely with the Support Service Providers (SSP) placed in the DCPUs for facilitation of Legal Aid and psychosocial support to the child survivors and their families.
Under the support and guidance of the State Project Coordinator, the Social Worker/s will collect data of the CSA/ GBV incidents amongst children to ensure their end to end “reporting-management-referral & rehabilitation pathway”. S/he will also follow standard operating procedures (SOP) of the state for referral of GBV survivors and share their experiences and learnings in course of following the SOPs aiming to review and revise the SOP as necessary.

Work together with the children, parents, communities, Para Legal Volunteers of the Govt. to develop culture sensitive, user-friendly Information Education and Communication Materials for raising awareness on GBV/ CSA amongst children, parents and all relevant stakeholders.
Provide guidance and motivate parents/ children (survivors) for mandatory reporting of the incidents through relevant authorities or through using the Govt. provided Help Lines.
Participate in “Service Providers Mapping” activities in the blocks/ district.
Support individuals in risk of GBV or survivors, by referring them when necessary and in respect of their consent to other service providers (health, legal assistance, shelter/safe space, livelihoods, financial support).
Ensure Do No Harm Approach is applied in all activities conducted in work with all children including the survivors.
Identify opportunities for awareness raising, whether in schools, community centres or other safe spaces; plan the sessions; conduct the sessions
Identify protection concerns of girls & boys within the communities in the intervention area i.e. any trends should be reported to the respective manager and advocate for gaps in GBV response and referral procedures.
Receive referrals, take action and provide feedback of actions taken in a timely manner to the Project Coordinator when necessary.
Strengthen and maintain networks with community leaders, women leaders, service providers and camp management to ensure that survivors receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, and psychosocial sectors)
Work in collaboration with Program Officer, Support Services (DCPU) to ensure ongoing needs of the girls & boys are being met through prevention-related activities.

JOB PURPOSE
Plan India is implementing Sarthak Phase -II in Medak district of Telangana and Khurda district of Odisha. Through the project we aim to strengthen the child protection mechanisms in the target districts by working in close collaboration with the District Child Protection Units. The position will aim to improve the access to the justice system of the families (Parents) and child survivors by strengthening investigative, legal and support services by working directly with the District Child Protection Unit (DCPU) in Khurda or Medak district; more in particular s/he will work closely with the Child Welfare Committees (CWC) in the project districtsto provide the child survivors the immediate support such as counselling, medical support, legal support, referral etc. and will ensure that the survivors get justice, and are able to restart their lives afresh with the help of psycho-social support, guidance, family reintegration, victim compensation and by accessing the relevant Govt. sponsored Social Protection Schemes.
The position/s will ensure the necessary support required by the children by creating increased awareness among the parents, communities, schools, and children and among the Govt. service providers. Based on the reporting done to the Police Stations or to other relevant authorities, the position will work closely with the CWCs to expedite investigation process and onward actions as prescribed by the law. The position will collaborate with the judiciary, public prosecutors (Justice System) Juvenile Justice Board, Dept. of Women and Child Development and statutory bodies like District Legal Service Authority (DLSA) besides the CWCs. This collaboration will aim to ensure timely victim compensation, Institutional Care, counselling support etc. Position will aim to create a model of care at the district level, so that the ripple effect of the project reaches out to other districts of the state/s, and influence establishment of gender responsive approaches across districts in the state for positively impacting the survivors of GBV.
SCOPE OF WORK
The Project Officer, Support Services will work closely with the Child Welfare Committee in Medak/ Khurda by being based in the office of the District Child Protection Unit The PO – Support Serviceswill be responsible for creating effective linkages of the reported cases on CSA/ GBV through the Social Workers deployed in the blocks or cases referred by Police Stations. With the support and guidance of the CWC, the PO – Support Services will facilitate care and guidance to the GBV survivors and their families as. S/he will ensure timely commencement of hearing of the cases as mandated by the POCSO Act, 2012. The position aims to create a model of Care & Justice to Children, survivor of CSA/ GBV through commencement of timely hearing, referral for Medical Aid, Institutional Care or family reintegration as applicable.
Under the support and guidance of the State Project Coordinator, the PO – Support Serviceswill also work with the Child Care Institutions and District Legal Service Authority (DLSA) for ‘victim compensation’. KEY RESPONSIBILITIES
1 Work together and under the guidance of the CWC Chairperson, the PO – Support Serviceswill document and review new cases of GBV/ CSA that will come to the CWC, prepare a management plan depending upon the nature of the case and share it with the Chairperson for her/ his inputs on the next steps.
2 The documentation by the PO-SS will help to translate complicated legal jargon into a language that could be understood by everyone concerned and will also help the CWC to review probable recommendations/ actions at the best interest of the child in compliance with the law, and must also strive to minimize risk for the child and its family.
3 Identifying all the relevant provisions under the laws and other statutory mechanisms, the PO – SSwill support the survivors of the GBV to access them the entitlements and will facilitate thelegal proceedingsby determining the need of different court processes and formalities.
4 Continuously research on legal resources such as articles, codes, statutes, judicial decisions and more and document any changes/ modifications in the relevant Acts (e.g. POCSO, JJ) and inform the CWC Chairperson for most apt legal recommendations.
5 PO – SS will regularly analyse the actions and decisions of the other party (accused) during the court proceedingsin order to identify problem areas, risks to the child and suggest alternative courseof actions to mitigate the risk as much as possible.
6 Support the CWC Chairperson and the members in their functioning, especially in dealing with the reported CSA cases in the Khurda or Medak.
7 Ensuring smooth implementation of the project objectives by developing effective, collaborative relationship with the DCPU, CWC members and allied stakeholders.
8 Find the relevant legal opinions, regulations and laws relating to ongoing cases.
9 File/ share all legal documents that are required to the CWC member who’s dealing with a particular case to oppose the counsel or the court itself.
10 Coordinate appointments with witnesses, survivors and other lawyers for trial preparation as well as arrange details and schedules for trial days.
11 Support CWC member/s by taking notes and prepare drafts of agreements, financial reports or settlements, coordinating with other legal support staff as necessary.
12 Keeps cases organized by establishing and organizing files; monitoring calendars; meeting deadlines; documenting actions; inputting information into file database and case management software; confirming case status with attorney.

PURPOSE
Plan India is implementing a project on managing Accelerated Learning Centers for Girls (Balika Shivir) to reduce the vulnerabilities of young girls forced into child marriage and trafficking for domestic labour, and facilitate their aspirations of education and skilling through the National Institute of Open Schooling (NIOS), board of education under the Government of India. The project will be implemented in four districts i.e. Bikaner and Udaipur in Rajasthan and Hazaribagh and West Singhbhum in Jharkhand and will support 3600 girls (13-18 years) to reach secondary and senior secondary school milestones, build capacities of 3600 girls & young women (19-24 years) in vocational training for livelihood preparation and to increase enrolment, retention, and regularity of other community girls in schools through social alumni groups.
KEY RESPONSIBILITIES
1 Mobilise the secondary and senior secondary adolescent girls (13-18 years) of age and women who are neither engaged in education, employment and training (NEET) (19-24 years) in the Balika shivir centres and facilitate admission of these girls in NIOS;
2 Conducting regular home visits of the adolescent girls (13-18 years) and NEET young woman (19-24 years), initiate dialogue with the parents/household members and follow up regularly with the low performing students in Balika Shivir;
3 Conducting periodic meetings with Balika shivir teachers (education), ensuring the operation of the centres as per the standard operating procedures (SOP), access and identify the performance of adolescent girls in the centres and monitor their improvements in grades in consultation with the Balika Shivir teachers/skills instructor;
4 Regular meeting and effective liaising with NIOS study centres and at district, block and panchayat level. Coordinate with different departments like education, skills building, livelihood to facilitate linkages of NEET young woman for enterprise/entrepreneurship development;

ABOUT THE PROJECT
Girl Friendly Villages is a Pilot project of Plan India, started in April 2022 in 10 villages of Gautam Budh Nagar-UP on Girl Friendly Village project in two blocks of Gautam Budh Nagar UP i.e. Dadri and Bisrak to make the villages friendly, safe and accessible for girls. The pilot will facilitate community development initiatives with girls, boys and adult community members in a collaborative participatory fashion to create localised and innovative practices for making the village friendly and safe for girls. Special focus will be put on facilitating the existing Government schemes for girls such as Beti Bachao Beti Padhao (BBBP) through convergence and coordination with different departments.
This project builds on Plan India’s four decades of Child Centered community Development programming and its existing work on making cities safer for girls. The Safer Cities for Girls project implemented in the capital city of Delhi is a locally led, globally united initiative of Plan International that aims to develop safe, accountable, and inclusive cities with and for girls. The project has played a critical pivot to achieve a step-change improvement in safety for girls leading to gender equality. Considering the learnings from the Safer Cities Project of Plan India the pilot on Girl Friendly Villages project has been designed and implemented.
ROLE & RESPONSIBILITIES
Development of the project implementation plan with youth groups in 10 project locations.
Develop in house preparations and sessions as per the project objectives (Adaption and translation of select activities from project in Hindi for field pilots).

Ensure capacity development of field team on issues linked to the project activities and objectives.

ELIGIBILITY:
Post Graduate degree (Or equivalent) in women’s studies/social sciences or Graduate in Social Science background.
Minimum experience 3-5 years in development field with atleast 1-2 years’ experience in gender issues, project management and field-based implementation of activities, direct engagement with youth groups.
Must be able to write and speak Hindi and English fluently.
Experience and skills in community mobilization.
Understanding of child protection, gender and safety issues.

JOB/ROLE OVERVIEW
The incumbent would be responsible for the overall accounting and administration related work and transaction processing matters the assigned project(s). He / She will be accountable to manage statutory compliancesas are applicable to various financial transactions of the project and ensure quality of records and the safe keeping
MAIN RESPONSIBILITIES
1. Financial Accounting :
He / She shall ensure day today transaction processing in SAP/ accounting of expenditures and advances related to various projects assigned and ensure the same is done accurately and after review of support docs.
He / She shall prepare cheques, payment vouchers and ensuring that all expenditure payments have proper approval and documentation and that all invoices and payments are paid on time e.g. invoices utility bills, rents, phones, etc.
He / She shall be responsible for updating and monitoring Advance accounts in the system.
Keep up-to-date petty cash ledger in the accounting system if applicable.
In case of partners, process their fund requests and Utilisation certificates on a regular basis.
2. Budget and Cash Management:
He/she shall support the Zonal Finance Lead / Finance Manager / Project Manager maintaining a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the program unit.
He / She shall support the LM and Program Lead in preparing/revising project budgets.
3. Procurement and Office Admin:
He/she shall ensure procurement for projects handled are done as per office policy and procedure. support Inventory reconciliation by ensuring the capture of all project purchases, issues and balances.
Coordinate with ICO Admin and Procurement on a regular basis for smooth transactions, quality and time bound procurement.
He / She shall maintain the assets register for the Project(s) and keep it up to date and ensure items are tagged and ensure that new procurements are done only as per approved budget.
Make recommendations on internalcontrols, accounting systems, and general operations of the accounts departmentto increase efficiency.
4. Audit Support:
Keep all field level records and vouchers, etc. ready for any time audit by donor, govt.
Follow donor instructions and Plan procedure for audit preparation and audit action list
Ensure audit visits are smoothly handled
5. Record Management:
He/she shall be responsible forproper filing of all financial documents as perPlan India’s systems and procedures.
He/she shall be responsible for ensuring that the files for payment processing, petty cash, bank transfers, bank reconciliations, and cheques etc. are up to date.
6. Field visits, program & NGO partner monitoring,etc.:
He / She shall plan and make monitoring field visits to project locations to verify the activities undertaken by Plan India and ensure that discrepancies are reported to LM and FM immediately.
In case of NGO partners, visit NGO office/finance and review fund utilisation, cross check UC with Tally data and confirm all figs match. Submit reports with recommendations for field visit.
Give orientation / training to NGO finance staff
Any other work as assigned by LM.
QUALIFICATIONS AND EXPERIENCE:
Minimum of Bachelor Degree or Diplomain Finance and Accounting, Commerce, or Business Administration and Managementfrom recognized Institution.
Minimum experience in the development sector 5+ years.

To promote a child friendly learning environment for children from underprivileged communities and with special needs, Model School Project will directly benefit more than 3600 children studying from the two government Schools as well as the children and women from nearby communities, through hardware and soft activities for awareness and quality education. It is expected that with improved infrastructure, amenities quality of education will improve in these two schools which will lead to more number of children being admitted in these schools.
ABOUT THE ROLE
The Project Coordinator will play a crucial role in organizing training sessions for children, parents, and School Management Committees (SMCs) on various topics. These include Legal Literacy, sessions addressing laws on prevention of Child Marriages, Protection of Children from sexual offences, Equal wages for women, Sexual Harassment at the workplace, Constitutional rights, Digital Learning encompassing cyber safety for girls, methods to report cyber threats, as well as Child Protection and other pertinent subjects. These sessions aim to enhance awareness and capacity building among the target audience.
KEY FUNCTIONS AND RESPONSIBILITIES
Training Activities:
He / She shall plan and implement training and awareness activities as per the objectives of the project with a target audience of children, School Management Committee members and parents.
He / She shall make training calendar for the sessions, coordinate with school authorities, communities near by the targeted schools, and encourage the children and parents for participating in the training sessions.
Overall planning of training sessions, coordination with the Resource Persons, and confirmation for the Resource material/content.
Reporting and Documentation:

The Project Coordinator will assist in the establishment, coordination of regular meetings, and planning of activities for Child Parliaments. Additionally, support will be provided for School Management Committees (SMC), including facilitating combined meetings of Child Parliament and SMC. The coordinator will also ensure the regular and effective utilization of provided infrastructure and oversee ongoing infrastructure work in the school, fostering a sense of ownership among Child Parliament and SMC members for these initiatives.

SUMMARY OF THE OVERALL JOB
The position is primarily responsible for supporting the Sr. Manager – Corporate Partnerships in fundraising and prospecting new clients for fundraising in India for the assigned geography and for specific NO corporate accounts. The position is also responsible for meeting the CSR/ HR Heads at various corporates to make pitch presentations, creating customized proposals, key account management of existing corporate donors, as well as for donor servicing, query resolution and grant reporting.

STRATEGY FOR CORPORATE FUNDRAISING
- To support the development of a long-term strategy for ensuring sustainable processes for corporate fundraising in the assigned region

DONOR PROSPECTING & ACQUISITION
- To set up and hold meetings with the senior management teams (such as HR head, CSR head, Marketing head and Head of Corporate Affairs) of potential corporate organizations to explain Plan India’s focus thematic areas and showcase the work currently being done at the grassroots
